During the week ended September 3 there were three cases of plague; all of which were fatal and all were Chinese,

A Defaulting Cashier,

Kader Gurny, cashier to Messrs Logan and Ross, Penang, absconded on August 30 with $10,000, money which he should have paid into the bank. His absence was noted several hours after his flight, nut up to the date of the last mail from Singapore he had not been captured.

There were 232 European and 80 Chinese visitors to the City Hall Library, 95 European and 1,940 Chinese visitors to the Museum during the week ending Sep- tember 4.

The communication merely indicates the attitude of the Tibetan Government and can hardly be considered in an official light, Colonel Younghusband at present having received no answer from the Council. The Tibetans regard the negotiations in the light of a buckster's bargain and do not realise that we are in a position to enforce our terms, but con- sider our demands liable to reduction. THE CANTON RIVER BAR-

Dificulties of, Removal. Some time ago we made the welcome an. nonncoment that the barriers in the Canton River were to be removed. Tenders have since been called for the removal of the iron and wooden piles and blocks of granito. A few tenders have been accepted, but as yet it is impossible to say when the work will actually commence.

It is not intended to remove the whole of each barrier right across the river, but to remove only enough to provide a sufficiently wide navigablo channel at each barrier.

The removal of the iron and wooden piles is only a small matter and one that will soon be overcome, once the opera. tions are commenced. The removal of the solid blooks of granite, however, is quite a different thing, which will take time and be fraught with difficulty. Each separate. block will have to be lifted out by a crane, and when it is remembered that some of the barriers are three hundred feet in breadth, it will be seen that the removal of the blocks

This Packet brings replies to letters despatched from Hongkong on the 12th July. The C. P. R. Co.'s 8.9. Tartar arrived at Vancouver at 6 a.m. on Saturday, the 3rd September.

The O. P. R. Co.'s 8.8. Empress of India 'loft Yokohama, for Victoria and Van- couver, on Saturday morning, the 3rd Japtember.
