attached by the press to an article in the qual-official organ of the ministry of foreign- affairs, the Journal de St. Petersbourg, which rebuked the 'pessimism' now dominant in Russia. Here are some of the striking passages of this much-discussed article:

Pessimism is Russia's deadly enemy. The spirit of distrust which causes us to see evil everywhere and at all times-this is the foe wo should fight with the utmost effort. Does a reverse come to us? At once we hear on all sides that it is perfectly natural, and the roverse is even magnified and viewed as a presage of worse failures in the future. Does a success come to us? Instead of rejoicing in it, we begin to in- quire how it happened.... Forgetting that the end, not the incident on the way, matters, we plunge into a despair as barm- ful as it is groundless. Such a people as our has no right to doubt. For such a le dejection is not merely weak-min- 1410 dedness; it is crime. It is a criminal insult

The papers complain of a new type developed by culture, a type incapable of rising to emergencies, of defying obstacles and welcoming great duties and trials. This type of men may perform routine work faithfully and efficiently, but it is weak, timid, even cowardly, and a great many people are unfortunately no better than cowards in their attitude toward the war, Agreeing with theso viows, M. Menshikoff, a loading publicist, writes in the Novoye Fremya:

A keen, mature writer has confessed to the that he is greatly troubled by the awful hought that the Russian race is fundamen tally inferior, and that our troubles may be due to this mental wenkment. I told him that I

was harrowed by this fear, but that I could not justify it to myself. No, we are a gifted and capable race-only we have not learned to distribute properly and employ our resources of intellect and spirit. We are too careless, too apathetic The great danger is our material and moral unpreparedness. We need more striotzesu more truth, more freedom.'

The Novoye Fremya editorially makes a

swooping attack on St. Petersburg Stock Exchange. The

decline of Russian securities under the influence of bad news from the theater of war, it says, is evidence of lack of faith in Russia, of miserable pessimism, of a poor quality of patriotism. Men of affairs, financiers, and investors-are level-headed and practical, and they should

In the Gardens the damage to the trees was pretty extensive and the same might be said of all exposod parts. In a couple of places trees were up: rooted and in others shrubs and saplings have come down in landelips on the hill sides. Coolies were kept busy throughout the day collecting the broken branches, and by the time they have finished they will have a sufficiency to get several very good bonfires going. Dust Boats Wrecked,

What Hongkong seems to be very badly in want of, just at present, is a few reliable dust boats. The fleet that carries on the service is anything but reliable, and at a time like the present is quite useless, Along the Praya this morning the masts of two dust boats could be seen above the water and two or three others are said to have been broken up. This appears to be the usual of affairs every time the weather is a little bit rough, and the sinking of the boats is now regarded, by

Lancashire still retains the premier posi. tion in the county cricket championship. Up to August 9, the team was still un- beaten, having won fifteen games out of the twenty played, five being drawn, Hay- ward, playing for Surrey, has been batting excellently of late, and up to July 25 he had scored nine centuries during the sea son. LONDON, June-July, There has been but little disturbance of the political waters to absorb the attention or to encourage hope in the hearts of the Opposition who are said to be anxious (like the sick man wo read of in the Book) to take headers into their pool Bethesda. Mrs E. F. Cressurd. apparently hopeless casos of paralysis. They strengthen men's weak backa, banish the dull, aching Thisery on the small of the back to which many women are periodically subject. The effect of Dr Williams' Pink Pilis in nervous complaints, Neuralgia, Fits, St. Vitus' Dance, etc., is quite s remarkable, though, not so universally known, as their power of making Now Blood, which is the direct means by which they have cured so many cases of Anemia, Consumption. Rheumatism, and General Weakness. They act on the Blood and on the Nerves through the blood.

Mrs Cressard describes her own case an follows:

**I frat began to feel the pains of Sciatica down my side and leg, from my waist to my foot. It was a sharp. pricking senas. tion, like pins and needles, and sometimes a numbing pain. After a time it got so had that the le at movement brought it on, and I had to sit with my foot up, which was the only way in which I could obtain rolief.

I had the greatest difficulty in getting upstairs, and when I have gone into the room to clear the table I have had to sit down and stop work. The leg pained me cruelly. tried poulticing, but that did not stop the pain. I had read of the cures effected by Dr Williams' Pink Pills for People, and I thought I would try them. They effected a remarkable euro in my CASC. grew gradually better and stronger. Soon after I had started the third bottle the pain quite disappeared. I waited some time to see if it returned, and when I found that it did not, I wrote to the Dr Williams' Medicine Company telling them of my remarkable recovery. I now enjoy good health, and can do my work without feeling any ill effect."

Dr. Williams' Pink Pills are sold at me. dicine shops, and there is no difficulty in detecting substitutes (always useless and often injurious) by the fact that the genuine pills bears on the wrapper the full name: Dr Williams' Pink Pills for Pale People Dr. Williams' Medicine →Boven words Company, Holborn viaduct, London, will send a bottle post free for 28.
