VICEROY Versus VICEROY,

A Wuchang dispatch reports that General Liu Kosng-ta'ni, who lately.com. manded a large body of troops in Kwangsi province and who has been denounced the Throne by Viceroy Tsên Ch‘an-hitien ou the charge of inability to keep proper control over his men, has been recommend- ed, on the other hand, to the Throne by Viceroy Chang Chih-turg, who asks that the General may be allowed to come to the Hukuang provinces. The renaon is that Viceroy Chang Chih-tung fears that the Kwangst rebels may break into Hunan province, and having grent confidence in General Liu Kuang-te'ai, want him to take command of a strong body of Hukuang troops who are to encamp on the Hunan- Kwangsi borders, to prevent the Kwangsi robels from repeating their raid of last year. Thus we find the curious spectacle of one Viceroy denouncing a high military officer and another Vigergy declaring that he has great confidence in the denounced officer, to

HONGKONG and PHILIPPINES, the extent of confiding to him the impor- tant task of ping a large provinco free from the invition of riding insurgents.

THE Undersigned love Ticaret instruction has given much food for thought to all enlightened Chinese, for in it they see, in this very humility of the erstwhile extra haughty Muscovite (in his dealings with the Chinese Minister of the Crown), a bait temptingly dangled before the eyes of the Chinese War Party, that is to say, those who wish China to throw in her lot with Japan in this war, to induce China to break her hitherto strictly-kept neutrality and so give the excuse to the Russian armies to ewarm into Manchuria by way of the rich Chinese provinces on the one haud, and on the other, to permit Russin to call upon 1503 France to assist her according to the terma

Theft of the Madonna of Kazan.

According to reports from Kazan, the famous picture of the Madonna, which is kept in the Bogoroditzky Monastery, has been stolen. The theft of this miracle- working picture now is likely to make a looper impression on the masses of Orth.

dox Russia than the town of a lost battle

in the Far East.

It was one of the things | hald most sacred in the country, and was invoked in the prayers of high and low of Czars, noblemen, and peasants. The most superstitious people, perhaps, in the world, Russians will be quick to believe that God has withdrawn bis favour from Holy Russia. | They will remember all the leg, nds surroun- ling the picture. It was the Holy Mother of Kazan who, in 1552, helped Ivan the Terrible to take Kazan, who aided the Rus ians in repelling the invasion of the Polish King Ladislaus, and who came to the assistance of General Kutusoff at the Battle of Borodina against Napoleon. Apart

from its miraculous virtues, the picture was of great intrinsic value, on account of its precious frame, which was adorned with an unmense quantity of jewels presented by Czars and others, and valued set many nillion roubles.
