All the anger of the Liberals towards M'nisters who have been nine years in office to be beaten, all the bitter hatred of teaton tallers for brewers, the old resentments of Irishmen, of Nonconformists, and Welsh men wero gathered up into one prolonged, acrimonious, spluttering explosion of indige nation in the House of Commons on July 1.
Mr Balfour's resolution for closuring the Licensing Bill by compartments roused them to fury and union, and inspired Unionists with punctuality and something like onthusiasm. At noon the House was packed, and the crowded benches and gal. leries and gangways betokened the high- strung feeling which found expression in cheers when the leaders of either aide appeared. Mr Asquith and Sir William Harcourt were warmly obeered by the Opposition. When Mr. Balfour, roso they' drowned his voice with shouts of 'Gag gag' till the Speaker intervened. Lord Rosebery watched the scene disguised in blue goggles.
The Prime Minister was, paler than usual, and appeared slightly nervous as be faced the tornado of ironical cheers, ribald laughter, and mocking interjections which punctuated his speech. He argued from procedent and the necessity that the ma- jority in Parliament should rule that this drastic step to checkmate obstruction was necessary, and, taking up the pile of amendments, declared, 'If justification is neoded, it is there.'
He was vigorously supported by his own party, as he insisted that a Government which allowed itself to be beaten by time would be unworthy of its responsibilitios,

The Prime Minister and the Government are in the bands of the liquor trade Mr Whittaker read out from his notes, evoking such a demonstration of ecstatic choors ns-- bas rarely been witnessed in the House. The Opposition went frantio in its joy.
The life of the Government depends on the votes of the members of the liquor trade in this House, ho thundered. (Wild cheering.) In the division in which they had a majority of thirty-eight were fifty votes of members personally interested in the liquor trade.. (Frantic applause,)

HAMMERS AND EGGS
I have seau hammers, weighing many ons each and operated by steam, that would crack an egg without crushing it, and yet at one blow smash a lump of iron as big as your head as flat and thin as this sheet of paper. There are so veral such hammers at Essen, in Prussia, where the German Emperor's big guns are made, and at Armstrong's foundry, by the river Type. in England.
I have looked at these hammers with admira tion and awe. They are things to take one's hat oft to. CHEFOO, August 5. According to arrivals from Port Arthur, the Japanese troops have dislodged the Ruesians from all the outer defences, and are now attacking the last line of forts. The Russian men-of-war have been

Latest Advices. The silk ex C. P. R. Co.'s s.s. Empress of Japan which left Hongkong on the 13th July, and Yokohama on the 22nd July, arrived in New York on the 10th August; thus making a transit of 28 days from Hongkong, and 19 daya frum Yokohama.
The C. N. Co.'s 8.8. Changsha, from Aus- tralian Ports, loaves Manila on the 12th August, and is due here on 15th August.
'The C. P. R. Co.'s 8.8. Empress of India arrived at Nagasaki at 7.30 a.m. on Thursday, the 11th August, and left again at 3 p.m. on sains day for Shanghai, where she is due to arrive at midnight on Friday, the 12th August.
