Among those having access to the trend: of opinion in the inger official circles of Russia, as well as in the more influential classes of the nobility, there is a general agreement that the present war in the Far East means the doom of autocracy. A widespread feeling in favour of Parliamen- tary institutions does not, perhaps, exist for the very simple reason that the Russian |nation is without personal experience of their working, and the leading men are able to acquire only an imperfect and by no means impartial_iden of their methods through the study of Con- tinental models.
