Miniature Dreyfus Ca Allahabad, July 13.—A special cable from the Pioner's correspondent, dated London, 11th July, states that there is a growing agitation among the Irish Unionists hostile to Sir Anthony MacDonell. It is alleged that the re-trial and convi tion of a | previously-acquitted constable was due to Sir Anthony MacDonell's priest-inspired intervention. The Times invites the atten- tion of Parliament to this miniaturo Drey- fus case, and biots that Sir Anthony MacDonell is pursuing a policy of his own, The New Army Reform Scheme, Loudon, July 14.-Mr Arnold-Forster introduced his army reform soheme in the House of Commons to-night. It reduces the army by fourteen battalions and leaves the Militia untouched, because the country is not ripe for change therein. The Volunteers will be reduced to 180,000 men, but will receive much larger granta, and this will produce efficiency.

It is proposed to divide the army into two parts, keeping one for purely home service with two years with the Colours, and six with the Reserve. —

Mr Arnold-Forster said the three-years” system had broken down and must end, because the men refused to extend their service, and we had already had to send abroad many men who only served ten months. The condition of the Militia was perfectly unsatisfactory, and he believed tho Volunteers were our best material, though it was not clear that we were making the best use of them. Conscrip- tion, he said, would result in an an- nual addition to our expendituro of £25,900,000, while a large Home Army was unnecessary in time of peace. The present number of troops abroad was a necessity. India required 52 battalions and the Colonies 37 battalions. The four- toon battalions abolished would include the third and fourth battalions recently raised, and fivo garrison battalions raised during the war would be absorbed. The

Section Opened For Traffic. The first portion of the Hongkong Electric Tramways has been opened to the general public. The first tram commenced to run at about 10 a.m. to-day, under the control of Mrs Jones, wife of Mr 1. N. H. Jones, Acting Director of Public Works, Mr J. Gray Scott, general manager of the line, explained briefly to Mrs Jones the rudiments of the controlling system, and demonstrated the meats by which the car was bought to a standstill. Then Mrs Jones took her place at the controller, grasped it and turned the current on. Away went the tram, the bell clanging loudly, under the energetic muni. pulations of Master Jones.
