London, Juno 24.-At the National Con- vention of the Republican party now being held at Chicago, Mr Roosevelt was propos ed as the Republican candidate for the Presidency. When the proposition was made the convention cheered for 21 1189 minutes. The motion was adopted on the roll-call unanimously. The National Con- vention of the Republican party of the United States at Chicago insists on the maintenance of protection as the cardinal' the measure of protection should always be at least equal to the difference in the cost of production at home and abroad, This is considered a victory for the extrema pro tectionate, and a renunciation of Mr Roose- velt's pledge to pursue the policy of the late Mr M Kinley. The convention endorses commercial reciprocity wherever reciprocal arrangements are possible consistent with the principles of protection, and favours the building up of the merchant marine and a powerful pary, the maintenance of the Monroe doctrine, exclusion of the Chinese, increase of the pension list, reduc- tion in the negro representation, and pre- vention of a combination of capital and labour infringing the rights of the people. Senator Charles Warren Fairbanks has at been nominated by the convention as Vice- President against the wish of Mr Roose- velt:

THE POTENTIALITIES OF THE SUBMARINE BOAT.

In view of this, an interesting state- want made by Captain Bacon, who is in charge of the British submarine flotilla, and our greatest authority on the submarine- bost, is of great importance. The determining point was really the vulnerability of the craft. Increase in size, involving greater time for submergence, made it more likely that she would be attacked successfully by rapid-firing guns. The stability probleins have all been solved now; Captain Bacon did not in this or in any other connection give any details of the British boats. The secrecy which the Ad- miralty and the Vickers Company have been able to maintain is, from every point in view, highly satisfactory: we question if the same roticonce could have been main- tained for such a long period in all of Everyone sympathises the dockyards.

with the view that the crew of the Hubmarine boat should have the saine chance as those tighting our ironclads; but all warships are designed primarily to fight, and one cannot make omelettes without breaking eggs. The idea of subdivision by bulkheads has been considered; but it was of first importance to have a knowledge of the physical characteristics of the sailor, and this experience led the designers to disponse as far as possible with small com. partments, so that men would have com- pany when they were submerged. The Ad- miralty preferred to depend on the brains of the men under conditions where mecha- nical appliances, if they went out of gear, would prove dianstrous. From first to last Captain Bacon's statement, based on pra- tial experience in service with the busts, backed as it was by Sir William White's viows as an authority on naval problems, especially when taken in conjunction with the undoubted enginering ability of the Vickers Company, the Tuilders of our submarine boats, will most ellectually Assure the public that, so far as submarine work is concerned, the British Navy have attained a success, and that their attitude is certain to be thoroughly progressive.

With reference to the above telegrams, it is now ascertained that it was the Japan ese who attacked and occupied Kiaotun on Tuesday, the 19th, driving off three of the enemy's regiments, and taking four magazines.

The official bulletins show that the en gagement in the Kinutun direction was opened on Monday, the 18th, by two columns, and finished on the evening of the 19th in the Russian enclosed positions, whore the fighting was hottest.
The Japanese casualties were 436, and the Russian losses over one thousand.
The Port Arthur Canard. Despite the assertions of war corre spondents with the Russian main army, who. it may be remarkod, can know nothing of what is going on at Port Arthur, the state- ment that the Japanese made an assault on the 10th instant and were repulsed with the loss of thirty thousand men is utterly dis- credited in Japan. As to such an ovent occurring by the explosion of things, the Japanese authorities in Tokio say the state ment is ridiculous, No such dienster of auch magnitudo could in practice occur from such a cause. Indeed, it has now been ascertained that on the 10th and 11th there
was not even a skirmish of scouts, let alone such an engagement as the figures of losses presuppose. The authorities at Tokyo hold that the roport must have been fabricated by the Russianus for their own purposes. A Delightful Function. A delightful afternoon was spent by about 400 people yesterday at 'Mountain Lodge, where Mrs May's At Home' was hold. Down in the city of Victoria it was close and hot, but at Mountain Lodge' there was a coolness in the air that added materially to the comfort of the guests. The officers of the Botanical and Afforesta- tion Department had devoted some time to the beautifying of the grounds, and their efforts had been crowned with success, for the grounds looked a veritable picture.

forcing the blockade. The Japanese fest has now entered upon the hardest stage of its campaign. While it is taxed with the most difficult blockade service, it never fails to make an attack on the harbour en- trance when opportunity offers. The Rus siana have now stationed a battleship or large oruiser as a guardship at the entrance, as perhaps they fear that the Japanese may venture upon another blocking expedition, the entrance having now been cleared from obetaoloa, but their guardships have been repeatedly attacked and the Askold in reported to have been badly damaged, so that the service of a powerful ship as a guard has proved to be no great value. What course, the Jiji asks, will the Rus sians now take to prevent the mouth from being blooked again ? In view of the fact that Chineso junks maintain communica. tion between Port Arthur and Chefoo, some may doubt the efficiency of the blockade enforced by the Japanese fleet, but it is utterly impossible for any flost to effect a complete blockade where very small vessels, are concerned. The communica- tion of Junks is, moreover, sometimes of service to the Japanese. Those employed
