KWONG CHOW,
Upon this motion, Mr Joseph Chamber- lain will move an amendment to the effect that the House, noting Mr Balfour's opinion favouring a change in the fiscal policy of the United Kingdom, and his declaration that such change cannot ad. vantageously be undertaken in the present Parliament, expresses continued confidence in the Government.'
Uniotic freefoodors, including 30 mem- bers of the House of Commons, have agreed to support Mr Black in preference to Mr Chamberlain.

Mr Balfour will therefore move a prior amendment to Mr Chamberlain's, to the effect that the House considers it unne- cessary to discuss fiscal reform, and Me Ballur's declarations made at Sheffield, regarding which the Government has an~ nounced that no proposals will be submitted to the present Parliament. Farther, the Flouse expresses its continued confidence in the Government, and desires to proceed with the business proposed in the King's Speech.'
It is hoped that Mr Balfour's amendment will induce Unionist freefooders to vote for the Government, or abstain altogether.

A BALLADE OF THE CAPTAINS.
Where are now the Captains
Of the narrow ships of old—
Who with valiant souls went seeking
For the Habled Fleece of Gold;
In the clouded Dusk of Ages,
In the Dawn of History,
When the ringing songs of Homer
First re-echoed o'or the Sea?
Oh, the Captains lie a-sleeping Where great iron hulls are sweeping
Out to Suez in their pride; And they hear not, and they heed not And they know not, and they need not,
In their deep graves far and wide.
Where are now the Captains
•
Who went blindly through the Strajt,
With a tribute to Poseidon
A libation poured to Fate
They were heroes giant-hearted,
That with Terrors, told and sung,
Like blindfolded lions grappled,
When the World was strange and young, Oh, the Captains brave and daring, With their grim old crows are faring
Where our guiding leacons gleam ; And the homeward liners o'er thom
All the charted «ess befor them
