Mr Balfour will therefore move a prior amendment to Mr Chamberlain's, to the effect that the House considers it unne- cessary to discuss fiscal reform, and Me Ballur's declarations made at Sheffield, regarding which the Government has an~ nounced that no proposals will be submitted to the present Parliament. Farther, the Flouse expresses its continued confidence in the Government, and desires to proceed with the business proposed in the King's Speech.'

It is hoped that Mr Balfour's amendment will induce Unionist freefooders to vote for the Government, or abstain altogether.
