G., and the fact that another steamer 18 being built for the Rickmers, Roismuhlen Rhederei & Schifau A.G., to be called by the same name, we have applied to the Board of Trade under Section 47 of the Merchant Shipping Act, 1894, in respect of the Ship SABINE RICKMERS' of Hongkong, Official Number 107,024, of gross tonnage 126 tons, register tonnage 690 tons heretofore owned by The Asiatic Petroleum Company, Limited, 24 & 28, St. Mary Axe, London, E C., for permis sion to change her name to 'SABINA and to have her registered in the new name at the Port of Hongkong an owned by the Asiatic Petroleum Company, Limited.

France and Germany bave vied with each other in sending him the very best of their officers as expert advisers, but it is through bim that the influence of these experte has made itself felt for the most part. He has undoubtedly learned much from them, but they would be the first to acknowledge that he has bettered by the force of his own genius whatever they have taught him.
What renders the great work Yamagata has done for Japan in organising her army the more remarkable is that, while doing it, he has had extraordinary difficulties to contend against, owing to his lack of physi cal strength. For many yearmpast ho has... leen practically an invalid, always more or less exhausted by suffering, even when nok-- actually in pain. At the very time when he was working his hardest, on the strain from early morning until late at night, he was so weak that almost any other man in his place would bave had no thought in bis head beyond resting. Then, again gand again, he has been seized by attacks so
