Incident at Colombo.

The Times of Ceylon of the 29th ult. reports :-

The death occurred on Wednesday, at the General Hospital, of Lieut. Fortin, of the French Naval Squadron, Saigon, who arrived here some days ago by the Sydney and was sent to the hospital suffering from anemia and rheumatism. Lieut. Fortin was the son of Admiral Fortin, who ia in charge of the French Squadron at Brest, and had come out East to serve in the Squadron at Saigon, where he contracted the illness from which he died.. The funeral took place at the General Cemetery. Borells, yesterday, the cortège leaving the Hospital at ō o'clock, attended by the Volunteer Band, many French residentsand officers of the Infernet, and a firing party of sailors from the Royal Arthur, while there was also present a number of local Artillery, Engineer, and Infantry officors. The Rev. Father Royer officiated at the mortuary chapel and at the grave-side, assisted by Fat hera Cocquill, Griaux, Conrad, Gourichon, and Thery. Commodore Forestier, with 14 officers and forty men of the Infernet, paid the last naval honours to their comrade,

The all important question of coal strategy, has, moreover, been considerably modified by important developments of the mechanical appliances used for coaling moving ships at Hea. Experiments conducted by the Unit- ed States Navy with the Lidgerwood. Miller Marine Cabloway wore to successful that the battleship Illinois has been equipped with an apparatus which will enable her to take coal from any masted vessel in any part of the globe.

In Great Britain tests with the Temperley-Miller Marine Cable- way were no less successful. The collier Muriel delivered coal to H.M.S. Trafalgar at the rate of thirty-five to forty tons an hour in a moderate sea and a half galo of wind, and whilst the battleship was A speed of eight to towing her at eloven knots. With small improvements in the methods it is anticipated that the rate of delivery can be raised to sixty tons an hour. The apparatus in both Navies is based on the same principle-an aerial ropeway along which the coal is hauled in bags-and it differs only in the means adopted to keep the cable taut. The important point in all these experimenta is that they were

conducted whilst the warships were maintaining a sea speed of about ten knots. Now ten knols is, roughly speaking, the most economical rate of steaming of most modern warships, and the speed at which they would travel on long voyage oxcept in great emergen cica. THE MYSTERY OF THE FLYING EAR
