Russians Confident of Victory.
VIENNA, April 1.
According to the Russian papera now to hand, the Russian authorities are pot satis. fled with the work done by the Manchurian Railway, and the Viceroy, Admiral Ale. xeieff, 'hna sharply criticised the defects of this line. When Admiral Alexsleff went from Port Arthur to Mukden, the train had repeatedly to stop owing to the axles becoming hot by friction. The electric light- ingof the coaches also proved very defeative, Bo that often complete darkness provailed. The General Manager of the railway was Hoverely reproved, and the station-master of Mukden at once dismissed, owing to negligence in the fulfilment of their duties. The Viceroy has, moreover, been especially dissatisfied with the extreme slowness of the transport of the troopa, and, threatening the severe punishment of the guilty officials, demanded the immediate romoval of all the defects of this line, in order to enable it fully to comply with the requirements of the War. Admiral Al esei ff is stated to have remarked at the same time that the Trans-Baikal and Ussuri Railways, on the other hand, have proved perfectly equal to the task set them.

London, April 19.-Mr Austen Cham- berlain's Budget shows a deficit of £5,415,000.
U. The estimated revenue for the coming year is £13,906,000 (?) and the oxpenditure £142,880,000. The suspen- sion of the Sinking Fund is refused, and it is proposed to realise a million's worth of unclaimed stock.
An additional duty of sixpence on cigars
