As it is now some months zince my article appeared in your culunds, I perhaps be allowed to recall that its general* tenor was that the Civil Service of the colony, though containing some men of the highest ability and usefulness, was on the wholo inefficient; that the Secretariat was in a state of disorder; that the Government had gravely neglected its duty in the matter of sanitation and water-aupply; that the re-

commondations of Mr Chadwick, C.M.G., who had been called to the colony in 1882 to report on these matters, had only beon carried out in part; that although an out- broak of plaguo had occurred in 1894 it was only recently that serious steps had beon! taken to face the problem of plague pre- vention, and that this new activity had found its oxpression in the Public Health and Buildings Ordinance, introduced in 1902.

On each of these points (except the evil condition of the Secretariat, which I may

Sir Honry Blake meets me with a flat contradiction.

In regard to the Civil Service of the colony Sir Henry Blake says that my con- clusion, may be accounted for by the fact that I had unpleasant personal relations with the local officials, and that, in 19 years of colonial experience he has not seen a better Service.

On the subject of my personal relations with the officials Sir Henry Blake is entirely mistaken. With the exception of

lenat degreo less agreenble on my return to the colony since the publication of my article and of Sir Henry Blake's letter.

That Sir Henry Blake has not seen a better service than that of Hongkong accounts in a very simple manner for his high opinion of it; and the fact may have some bearing upon the condition of the service as I found it in 1902. In support of his opinion Sir Henry Blake makes a strong appeal to the authority of his experience, and I may therefore point out that his experience of colonial affairs ex- tends to only three colonies other than Hongkong (the Bahamas, Newfoundland, and Jamaica), and that I am now writing after a more or less extended observation of 15 years in more than 20 colonies.

In my article I said that a great improve. unout in the Civil Service might be expect ed to follow the introduction of a more rigorous spirit into the Secretariat,...

I find now that this improvement has actually taken place following the appoint-W* ment of Mr Francis May, C.M.G. (at pre- sont cting Governor), to the post of Colonial Secretary; and a very marked change for the bettor is to be observed in two of the departments of the Government -the Post Office and the Secretariat, As far as the improvement of the mechanical work of the Secrétariat is concerned the result is largely due to the efforts of a clerk from the Colonial Office, who was sent out

to the colony at the instanco of Mr May's predecessor for the express purpose of re- ducing to some sort of order the chaos which had resulted from the incompetenco

or indifference of the Secretarini staff.

The following extracts from the official 'ADVANCED' LESSONS to comple.

records of Hongkong and from the pro- tion of verbatim speed, $100, or by inatal-ceedings of official bodies in the colony ments of $10 each Lesson.

will, I venture to think, adequately vindicate the accuracy of my opinions in regard to the failure of the Government to

own grounds. Entrances both from RODIN FOREIGN LANGUAGES TAUGHT.

the memorable year 1894. The number of cases, now as then, are little in excess of the number of deaths; the exodus of Chinese bus, now as then, commenced to be on a formidable scale; and the virulence of the past seams now to be even more marked than in 1894.

The committee are loth to intervene in any matter even apparently outside the domain of trade, but this question is so intimately bound up with the welfare of this great port that they feel it would ban grave omission did they fail to point out: how, in their opinion the Governinout have made themselves la gely responsible for the evil state of thing • prevailing.

In the opinion of the committoo the Colony po senses in the medied officer of health a valuable «fficer, whose untiring effarte to promote the sanitation of the city merit every encouragement; whereas bis recon mondations, like those of Mr Chud- been fequently ignored, have wich, shlyn", or pured down when adopted.

Sir Henry Blake concludes the letter hy saying:-

If the report to be submitted to the Uni- versity of Chicago be no wore accurate as regards other Comes of the British Empire than that with which he has faron- ed you on Itonek ng it will be but a sorry code mecum for the study of British colonil administration.'

What I have written above should serve to establi h the accuracy of my statements about Hon keng; and Sir Henry Bake will perhaps find it more convenient to criticise my porta to the University of Chicago after they are printer than before they are written.

INDIGESTION

POISONS THE BLOOD.

The vigour of health depends on good digestion. Undi- gested food poisons the blood, which clogs up the skin, the liver and the kidneys. Food properly digested makes new strength, new blood, new flesh, new life. Relish for food and power to digest it comes with Mother Scigel's Syrup. Com- pounded of fruits, roots and herbs, it tones and cleanses the liver and kidneys, and clears the stomach of the decayed products of indigestion the fruitful cause of headaches, languor, brain fag, con- · stipation and anemia.

MOTHER

EIGEL'S SYRUP

Mr. Charles Zoti, writin from Buffalo Café, Oxford Street, London, Cape Colony, on Dec. 4th, 1903, says: Two years ago, whilst in England, I suffered agonies from indigestion. After other medicines had failed, I was persuaded to try Mother Seigel's Syrup. One bottle effected a decided improvement, and to-

day my digestion is all I could wish."
