That Sir Henry Blake has not seen a better service than that of Hongkong accounts in a very simple manner for his high opinion of it; and the fact may have some bearing upon the condition of the service as I found it in 1902. In support of his opinion Sir Henry Blake makes a strong appeal to the authority of his experience, and I may therefore point out that his experience of colonial affairs ex- tends to only three colonies other than Hongkong (the Bahamas, Newfoundland, and Jamaica), and that I am now writing after a more or less extended observation of 15 years in more than 20 colonies.

I find now that this improvement has actually taken place following the appoint-W* ment of Mr Francis May, C.M.G. (at pre- sont cting Governor), to the post of Colonial Secretary; and a very marked change for the bettor is to be observed in two of the departments of the Government -the Post Office and the Secretariat, As far as the improvement of the mechanical work of the Secrétariat is concerned the result is largely due to the efforts of a clerk from the Colonial Office, who was sent out
to the colony at the instanco of Mr May's predecessor for the express purpose of re- ducing to some sort of order the chaos which had resulted from the incompetenco

Earthquake in Formosa.
On the 24th ult., reports the Kobe Chronicle, Formosa experienced a violent shock of earthquake, which, ne far as is known, caused the death of one person and the injury of nine. It is estimated that 9,000,000,000 (nine billions) of manufactured cigarettes are consumed in the Philippino Islands every month. This estimate is based upon the daily output from the factories.

The Imp. German Mail 8.8. Sachsen carry- ing the German Mails with dates from Berlin of the 12th April, left olombo on Sunday morning, the 1st May, and may be expected here on or about Thursday, the 12th May.
The P. M. S. S. Kore with the AMERI- CAN MAIL of the 16th April, left Yokohama on Thur day, the 6th May, and may be expected here on or abou Friday, the 13th May.
The C. P. R. Co.'s s.s. Empress of China left Vancouver on Monday afternoon, the 2nd May, for Hongkong, via the usual Ports of Call,
Steamers Expeatert.
The H. A. L. steamer Theodor Wille, from Hamburg, left Singapore for this port
on the morning of 3rd May, and may bo expected bere on or about the 9th May.
The C. N, Co.'s B.F. Kans left Tientsin on 3rd May, via Foochow, and is ex- pected to arrive here on 10th May. The C N. Co.'s 8.8. Changsha, from Aus- tralian Ports, left Port Darwin on 30th April, and is expected to arrive here on 11th May.
The E. & A. steamer Eastern, from Syd- ney &c, loft Port Darwin on the 3rd May for Manila and Hongkong, and is due here on 15th May,
The Indo-China S. N. Co. Ld.'s 9.8. Suti sang, from Calcutta and The Straits, left Singapore for this port on the 3rd May, at 6 p.m.
The C. O. S. 8. Co. Ld.'s .s. Atholl sailed from Salina Cruz, for Moji and Hong- kong, on April 30th, and is due to arrive about June 5th.
