Sir William Willeceks, the author of the Small Acenun'atorg ' standard work Egyptian Irrigation, stil | Telephony and Microphones the designer of the Amhan dum, discusses Simple

the question of further Reservoir werel modiation for Egypt,

The Assian Resdevoir h his ) 909 mil. lion cubic metres. It appears that, to complete the irrigation of Egypt, the storage of a further 3,000 million cube metres is required. The author proposes to obtain 1,000 million of this by rising the Assuan dam 6 metres and the remain- ing 2,000 millions by utilizing as a reservoir a depression in the desert known as the Wady Rayan. This depression, adjoms the Fayoum district, which is supposed to he the site of what was known to the ancients as Lake Morris and was used by them as n regulator of the Nilo supply. This project has long been discussed, but originally discarded owing to the fact that it would not at all times be possible to pass. water from the Wady Rayan to the Nde, Now, however, that the Assian. Damian accomplished fact, the Waddy Rayan re- servoir becomes practicable, the two

WAS

might be worked in e njunction and the Nile supply could be supplemented from Assian when the water in the Wady Raymu was too low to be of service.

It is estimated that the cust will be

datr £600,000 for the Assitan

and £2,000,000 for the conversion of the Wady Rayan into a lake, and that the increased value of the land brought under irrigation will amount to £45,0:0,000.

The author makes out a very fair case for his scheme.

The pamphlet is printed in English and French and illustrated by maps sections.

WHAT WE DREAM. By Frances Harrod.

London: Duckworth and Co. The plot of this book-the love of two women for one man---is a very familiar one, and the foregone conclusion a tragedy, The real merit of the book lies in its des- cription of an Italian mountain village and its surrounding scenery. Apart from this, the story is weak, and most of the charac ters too common-place to make us care whether they love or hate.

A CIUL AMONG THE ANARCHISTS. By la- abel Meredith. London: Duckworth and Co.

Disillusionment is her inevitable expor- ience, and one wonders why a sensiblo girl with the training our heroine is supposed to have had ever had any sympathy at all with the nondescript collection of cranks, half-edged philosophers and harmless lunatics here called Anarchists. There is no courtship in the book, therefore no marrying and giving in marriago; and the discussions on social politics are better ro- Why did she write, ported elsewhere.

and why, oh why, do I read ?' are two questions that will occur to the reader, who will probably wish the girl had stayed among the anarchists!

THE WAR.

LONDON, May 3.

No official announcement was issued in St. Petersburg yesterday regarding the outcome of the battle of the Yalu, but alarming rumours were circulated of the full retreat of the Russians and the huss of

gune.

A first detachment of St. Petersburg Volunteers, numbering 160 of all classes of society, started for the front yesterday, amid frantic enthusiasin and itumense

crowds.

The Japanese victory on the Yalu in extolled alike in England and on the Con- tinent as a great fest of arms of incalculable moral effect, though the German and French papers contend that the Russian force on the Yalu was small and never

intended to do more than harass and impede the Japanese.

The Socialist organs in Berlin aflirm that the great German shipyards are building, at extra pressure, destroyers and torpedo bonts for Russia. These are exported in sections to Libau, in order to conecal the breach of neutrality.

3. If the answer to the above question is in the aflirmative, will tho President be good enough to quote the authority, if he can. under which alops and other foul waters (permitted as aforesaid by virtue of the above quoted drainage bye-law to be thrown on back yards) are allowed to be conveyed from house to house, by means of an open surface channel, as adopted in many blocks of buildings, lately erected. instead of being emptied into a trapped | inlet to an underground.drain, as instanced in the blocks of buildings mentioned in question 1, and in the majority of the buil- dings in the Colony!

4. Will the President be good enough to have the Drainage Plan of Nos. 4, 6, 8, 10, 12 and 14, Robinson Road, situate on a

portion of Inland Lot No. 578 (recently erected) also circulated and laid on the tablo?

5. As is contended by the Sanitary Surveyor in his Report dated the 22nd February, 1904, that the surface channel in the blocks of buildings in Des Voeux Road Central and Caine Road is only intended for receiving the rain water (from one half of the roofs of those houses), and that the system is being misused by the tenants, by their throwing foul waters on the back yards, which thus flow through the surface channel from house to house along the whole longth of the blocks, whereas according to the drainage bye law quoted above, such waters may be thrown on the back yards, and therefore a trapped inlet should be provided in overy back yard to, receive such waters, as instanced in the blocks of buildings mentioned in question, and in the majority of the buildings in the Colony, and as regarde the contention of the Sanitary Surveyor that the surface channel is provided solely for the purpose of carrying off the rain water from one-half of the roofs, such statement having been pointed out by me as incorrect, as such rain water is received into a trapped infet, will the Pr.sident--should he still bo of the opinion that the surface channel in the blocks of buildings in Des Voeux Road and Caine Road is in conformity with Section 37 of the Drainage Bye-laws, (Section 37- Rain water shall be diverted from house drains by moans of surface channels, or otherwise to the fullest extent practic able)-be good enough to state under which section (if any) of tho Drainage Bye. laws has the Drainage Plan of the block of buildings in Robinson Road reforred to in question 4 been passed, on the face of the fact, that not only all the foul waters from each house conveyed, from house to

house throughout the whole block, through 30 open Aurface channel, but all the main water from one-half of the roofs of the whole block of buildings are emptied into one solitary trapped inlet, provided at the end house of the block?
