with an almost entire absence of friction and with but few murmurings of complaints. The middle- class, on whose behalf I plead, in, without any stretch of rhetoric, the backbone of the community. They hayo to feed, clothe, and educate their families as befits their station in life. For them there are neither cheap nor free schools, but, on the con- trary, education grows more expensive year by year, as the standard in the ranks below is raised at the coat of the "rate- payers generally. They have thus to contribute to the upkeep of the educa- tion of other people's children, in addition to paying for the private education of their own. And not only this, but their child- ren have also to compete in many walks of life with those the cost of whose educa- tion was borne by the State, thus adding a frosh element in the struggle for a living, and lessening year by year, the chances in the open market of the sons and daughters of the middle classes. When I add to this the natural inclination to hold aloof from any participation in the advantages to be gained by membership of sick and benefit societies throughout the country, I think I have said enough to show that, when any amelioration in taxation is possible, the great middle classes of this country have

the tax-collectors. During the Crimean War a system of differential rates was in- troduced, 10d. in the pound being lovied on incomes between £100 and £150, and 14d. on incomes over £160 a year. These rates were subsequently raised to 11fd. and 16d. in the pound respectively, Shortly after the close of the War the rates were reduced to 5d, and 7d. in the pound. Since then the rate has fluctuated between 4d. and 7d.--once, indeed, falling as low as za. in the pound.

Now, Sir, if history is to report itself, Income-tax payers should be looking for- ward to a further substantial reduction in. the rate during the coming year, but those ugly rumours of deficits obscuro the plea Bant prospect, and lend a degree of general uneasiness to the present situation. Is there no way whereby some relief could be afforded to a most deserving class of In- come-tax payors-those whose incomes
