Hongkong and Straits Settle-

ments Compared,

The Hongkong P.W.D. seems also to' have more work set it than can be done,.. says the Singapore Free Press. In 1903 the total estimates were 81,899,000, the actual expendituro was 81,349,632. The same difficulty in getting reliable supervision. seems to exist; a clerk of works obtained apecially from England had to be dismissed and no successor was obtained, The executive staff now consists of B oxecutive engineers, 8 assistant engineers, 2 clerks of works, 12 first-class oversects, 12 second--- class overseers, and fifteen foremen--total 57. The personal charges amounted to 8190,121-15 per cent, on the cost of works. executed. It will be remembered that Mr Stringer asked the Government to obtain from Hongkong certain particulars of the 789 cost of supervision of public works in that Colony. The Government declined to do so. Perhaps they will now set a clerk to go through the annual report of the Director of Public Works, Hongkong, and extract such particulars, as will enable them to com- pare the staff and cost of supervision of the departiments in the two Colonies. We have indicated one or two points above, and add, for the purpose of comparison, that from the Straits Estimates the following is the paper staff of the P.W.D. for the settle ment of Singapore.-1 Colonial Engineer, 1 Supt. of Works and Surveys, 4 Aest. S.W.S., 1 Architectural Assistant, 2 Clerks- of works, & Overseers-total 15. These. figures give only a rough comparison and 815 ay perhaps need modification, but the great discrepancy between the two staffs is clear. It is to be remembered the Hong- kong Dapartment has to look after water worke, &c., but the total expenditure is only about half ours.
