EDITORIAL COMMENT.

CHINA.

Within the past few CHANGES IN Years, the number of na- tive newspapers in all the ports of China has tended rapidly to increase, so that a census is diflicult. Their influence is both for good and for evil, but since, once begun, they can no longer be suppressed or dispensed with, it is important to take due account of them. Many of them are under Japanese control or influence, a fact the bearings of which it may not be easy to explain in full. It is not surprising that the Chinese Government and the officials view with suspicion and alarm the increasing power of the native press, nor that they desire to control it. This, however desirable in itself, is quite beyond the power of the authorities, since so many journals are printed on ground over which the Chi- nese cannot exercise jurisdiction.

It is a fact of much importance that the revision of the Chinese Legal Code is buing discussed. It is supposed that Mr Wu Ting-fang, late Chinese Minis ter to the United States, is to be em- played upon the colossal task, although
