Italy and Austria. Vienna, April 11.-Strained relations between Italy and Austria, apparent for some time, are becoming more openly pain-

ful. Undoubtedly they have their founda- tion in the violent anti-Austrian demon. strations of the irredentists of Italy. To the members of this party anything Austrian is hateful, and they have in riots and other unlawful acts shown their desire to embroil the two nations.

[The irredentists of Italy seem to have the mainspring of their grievance in the failure of Emperor Francis Joseph of Austria to visit King Victor Emmanuel. There are of course more solid, rev asons for opposition, but just now this is- the uppermost. Italy and Austria ara allied with Germany in the triple alliance, and the Italians who are not pro-Pope are outraged that the Austrian emperor does not call on his ally. The fact is, though, that he cannot, for he would affront the Va tican if he visited the Quirinal without paying bis respects to the pontiff, and vice versa. It is proposed that the emperor make one pilgrimage to Victor Emmanuel and another to the Pope, Besides this Italian students some weeks ago raised a tromendous row against Austria on account of alleged bad treatment of Italian resid-- ents in Austria.]

Armenian Bishop Arrested. St. Petersburg, April 11.-The famous Armenian, Bishop Must, has been arres- ted, charged with sedition by the Turkish government.

Dinner and Decorations. Calcutta, March 28.—Lord Curzon gave a dinner party this evening at which the 719 Lieutenant-Governor, Lord Kitchener, the Chief Justice and all the Members of Council and Judges were present. His Excellency, who was in his happiest vein, proposed the healths of Sir Thomas Raleigh, Sir Henry Prinsep, Mr Justice Amir Ali and Mr Latimer, Assistant Private Secretary, and referred to the valuable services each had rendered to the State. After dinner the K. C. S. I, and K. 0. I. E. were formally bestowed upon Sir Thom Raleigh and Sir H. T. Prinsep, respectively, and shortly afterwards the party dispersed.

Russians Deserting. Calcutta, March 28.--An Englishman cable, dated London, March 25, нaya: A band of Russians have been captured cross- ing the frontier to evade military obliga- tions. Three women were shot and thirty men taken prisoners.

England's Influence on Japan.

Allahabad, March 26.—A Pioneer special says: There is good authority for saying that the moderation of Japan's last Noto was due to the influence of the British Foreign Office. The disclosure has in- croased Parliamentary' feeling in favour of Japan.

Blocking Port Arthur. London, March 27.-An official des- patch, published at St. Petersburg, states that early in the morning of the 27th instant four large merchant steamers, con- voyed by torpedo boats, approached Port Arthur harbour, but were discovered by the searchlights. The Russian batteries and guardships at once opened a heavy fir Lieutenant Krinizki, commanding the torpedo boat Silney, fearing the enemy might break through, turned the merchant- men from their course, blowing up the prow of the loading steamer, Three steamers were stranded on the right side of

the fairway and the fourth sank clear of the channel, which is still open. The Sitney then engaged the Japanese torpedo boats, losing seven men killed and thirteen wounded, including her commander. The Japanese fleet appeared at day-break and the Russian squadron put out to meet them, but no engagement resulted, the Japanese retiring southwards.

A further official account describes the merchantmen as fireships.

It is reported at St Petersburg that Russian torpedo boat was sunk.

March 28, Further official telegrams received at St. Petersburg stato that when the Jaianese fleet appeared on the morning of the 27th, the Russian fleet was lewing the harbour and opened fire with the forts
