March 8.-The Timpuk Jongpen, the envoy from the Bhutan government, had another interview Me Walah, Assistant Commissioner at Phari on the 25th of February. Mr Walsh paid him a friendly visit on the 27th at the Chatsa Monastery, three miles from Phari, where the Timpuk Jongpen and retinue are residing. The Timpuk Jongpen had a further interview with Mr Walsh on the 6th March and res ceived a subsidy of fifty thousand rupees

to be annually paid to the Bhutan Govern- ment. The envoy will return to Bhutan on the 11th instant. Captain Anderson, Bhopal Infantry, special Service Officer, has arrived at Siliguri and proceede to Gnatong to take up his duties as Staff Officer on the lines of communication. Eight hundred økkas are due to arrive at Siliguri in a day or two. They will be pushed up as fast as possible for use on the Thibetan tabloland.

March 11.-Mr Walah, political officer, who has been at Phari paying the Bhutan- ese aubsidy is expected in Chumbi in a few days, The Ekka road over the Tangla has been completed and Ekkas are now arriving

at Siliguri and will be pushed up by the troops to Phari plain at the rate of fifty every day.

March 12,-Major Bretherton, Chief Supply and Transport Officer, who has been down the line perfecting transport ar- rangements, has arrived at Chumbi. Messrs Cawasjee Pallanjeo and Co. write in their fortnightly report dated 25th March :-

There is no change of any importance to be noticed in our Yarn Market; it ruled very firm during the whole of the fortnight under review. The demand has chiefly run on Nos. 10s. and 12s. and aro still in request at current prices or at an advanco

has been greatly restricted to those threads, and it is expected that in the course of a few days a good lot will be shipped to those places. Nos. 16s, and 20s. move slowly, and a limited business is reported in selected threads only at last Mail'e prices. The clearance in three counts have been too slow of late. Nos a, and 88. show no improvenient, both as regarde com sumption and prices. Sales during the past fortnight compriso about 50 bales of No. 6, 50 bales of No. 8, 2,007 bales of No. 10. 875 bales of No. 12. j 250 bales of No. 16%, and 775 bales of No. 20. in all about 4600

bales.

During the past couple of days a heavy drop in the rate of Exchange made importers firmer, and no business is reported, as they ask for higher rates. Arrivals during the fortnight per steamers Simla, Kumsung, Franz Ferdinand and Suisany of about 7,800 hales. Shipments to Shanghai and the Northern Ports amount to about 3,500 lales. The unsold stock is estimated at about 30,000 bales,

THE FREIGHT MARKET.

Nothing else requiring special mention has transpired in the southern market.

The Attorney-General introduced a Bill, entitled an Ordinance to amend Ordinance No. 8 of 1882 entitled The Banishment and Conditional Pardons Ordinance 1882, which was read for the first time. The objects and reasons attached to the Bill were as follow:-

This Bill is to empower the Governor in Council, in the interests of order and good government, to remove from the Colony persons who after they have acquired by Taturalization the status of British subjects become a source of danger to the peace, order and good government of the Colony. The Bill provides that in case of the banishment of any naturalized person his status as a British subject shall ipso facto be suspended or cancelled as the case may be. Power is reserved to His Majesty to disallow any suspension or cancellation of naturalization. Somewhat similar legisla- tion has been adopted in the Straits Settle ments. The object of the Bill is the prevention of crime in the New Territorion. There are in that portion of the Colony
