LATE TELEGRAMS.
The Continental Powers, London, February 23--The wildest and most sensational ruinours have been afloat in all the great continental capitals since Saturday last, and thero is a feverish un- certainty as to the real condition of affairs, which almost approaches panic proportions. One of these rumours is to the effect that Russia as a result of the unexpected series of disasters which have befallen her in the Far East-is about to call upon France to come to her assistance, and that that country is bound by a secret under. standing to assist Russia if thus called upon. Another rumour has it that there is every probability of Germany also be comingembroiled as a consequence of having entered into a somewhat similar agreement with Russia. The whole political atmos- phere of Europe is permeated with anxiety, uncertainty, and an excitement which approaches panic.
As one of the results, a severe panto is reported as having developed on the Paris Bourse, where various securities during the past fortnight-have depreciated to the ox- tent of over forty millions sterling,
The leading continental papers point out that if there is any truth in the rumour that Russia hopes to induce France to ac- tively participate in the hostilities now bo ing waged against Japan, that great Britain must necessarily-in accord with the condi- tions of her treaty with Japan, and in de fence of her own interests take an active part in the war.
The possibilities of a war with England are being openly discussed in Russian and continental military circles, as well as in the press. In Russia there appears to be a growing feeling of bitterness against Eng- Land.
In view of the threatening outlook, the Canadian Government is taking active steps to increase the strength of its militia forces with the avowed object of having some six. ty thousand men in readiness for mobilisa- tion for service in the Far East, in great Britain's behalf, should the development of event" call for such assistance.
France Preparing.
An air of probability is given to the rumor that Franca is about to go to the assistance of her old ally, Russia, by the active Preparations for war which are going

at all the French naval and military centrer and this set is causing the most intense uneasiness throughout the world. Work is being feverishly pushed on at tho Cherbourg Arsenal night and day, and the Best of submarine torpedo boats is being continually aregrcised sevi trained.
These open preparations for war lend a sinister coloring to the various disquieting rumours which are affont.
February 24.-Fears of any immediate embroilment of other Grout Powers in the Eastern trouble are diminishing. The panic on the Paris Bourse has been chock- ed, and most of the principal stocks pr mike to quickly recover their normal values.
Chinese for South Africa. London, Feb. 11.-A large meeting was held in the Queen's Hall yesterday to pro- test against the importation of Chinese Jabour into the Transvaal. Earl Carrington presided. Sir William Vernon-Harcourt, M.P., in
apo ogising for his absence, wrote
a long letter protesting against the establish- ment of serfdom in the Transvaal, as being calculated to lower the proud title of British colony in the world's estimation. The future of the colony, he said. was being sacrificed to the impatient greed of gold speculators. It was impossible to contemplate such a reactionary policy with- out indignation and disgust. Earl Car- rington, in opening the meeting, said that it was sometinies necessary to act as well as to think imperially. He recalled the action of New South Wales in 1888, when he was Governor, resisting the landing of Chinese coolies at Sydney. Mr S. C. Buxton, M.P. (Radical) moved a resolution protesting against the importa- tion of Chinese into the Rand without the formal consent of the people of the Colony. He said that the question was not purely local. It was als Imperial. The motion was carried unanimously.
Feb. 12. In the House of Lords lust night the Duke of Marlborough, Under- Secretary of State for the Colonies, in replying to a question by the Marquis of Ripon, said he was confident that the general opinion in South Africa was in favour of the importation of Chinese labour

Feb. 14. The Legislative Council of the Transvaal has assented to the Chinese Labour Importation Ordinance.

Mr H. E. Pollock, K:C. (instructed by Mr E. J. Grist, of Mesers Wilkinson and Grist) appeared for the plaintiff, while Mr M. W. Slade (instructed by Mr P. Goldring, of Mr Hastings' office) represented the de- fendants.
The Puisne Judge gavo a verdict for defendants, with costs.
