The Tapling Stamp Collection.

A number of members of the London Junior Philatelic Society, on the 27th Jan- vary, visited the British Museum to inspect the newly-opened Tapling Collection of the World's Postage Stamps. The Collection, which is said to be the second largest in the world, and which is valued at £100,000, was bequeathed to the British Museum by Mr T. K. Tapling, who died in 1891. He also left some £2000 or £3000 to be spent on its arrangement. The major position of the stamps are now in the King's Library, as also is the very complete collection of postcards and envelopes which came with them. The various stamps, envelopes, and cards are carefully set out, according to nationality and face value, in frames, fitted with glass on both sides, which slide into cabinets and which can be drawn out, but which cannot be detached. The greater rarities are kept locked away in `n safe in what is known as the Cracherodo Room, but, by special arrangement, these were also on view for the benefit of the party on Satur day. Here are, among others, a two cent. British Gujana of 1851, which is practically priceless, as only eleven similar ones are ...YES.known to exist; a penny and twopenny

be killed, Nai Poù, the keeper seated on the I elephant's neck struck his charge heavily on the head till the blood flowed. That checked the elephant, but it then started to shake its head violently till it dislodged its keeper, who fell stunned on the road. The angry beast thereupon knelt and Bavagely stabbed the fallen man with its tusks, first through the thigh and then through the body. Seizing him next with its trunk it rubbed the unfortunate fellow on the road for a minute or two, and then flung him into the klong The keeper was still alive when rescued from the klong, but he died in the course of the evening. The elephant was finally induced to return to its stable, where it smashed things up considerably.

THE NEW ARMY SCHEME.

Section III.-Inspection. The reconstruction of the War Office and the readjustment of its relations with the Army demand a large measure of decentralisation. Many existing evils can be traced directly to the attempt to perform in the Central Office duties which should be delegated to the Executive Commanders of the Army at home and abroad. It results that these duties are frequently ill discharged from want of adequate know- ledge, that there is too much correspon dence of a useless and sometimes irritating nature, and that executive officers, nursed are not accustomed to, or trained for, the by the officials of the War Office in peace, duties which they must perform in war. Striking instances of these evils have come We conceive that, as to our notice.
