THE FRENCH DUEL.
The eagerly-expected duel between M. Barre, & maitre d'armes, and M. Thom- oguez, the famous Parisian amateur swords. man who once fought the great Italian fencer, Piui, took placo at Nouilly on De cember 5, Though there was a dense fog and the rain was falling, 200 people drove to the ground in motor cars and cabs. The actual encounter took place in a large hall, where there were 60 photographers assem- bled to catch every feature of this encoun- ter between masters of the art of swords" manship. M. Thomoguaz is 56 and fat, M. Barre a little dried-up man, but full of nerve and resolution. The first at.
tacked with impetuosity. The other de fended himself with cool method, seek ing to tire out his opponent. Those who expected sanguinary scenes were disappointed. Both men were far too skilful. At the ninth encounter, after 48 minutes' fighting, no blood was drawn. Then the seconds had a consultation, and finally approached the principals.
'You are,' said one of these, both men
of the sword and men of honour.

you will do yourselves honour by shaking each other's hand.'
Then M. Thomoguez approached his rival. You have fought splendidly, Monsieur,' he said, smilingly.
The maitre d'armes no less jovially ro plied, 'I am happy, Monsieur, to have on- countered a swordsman like yourself.'
Those present applauded discreetly. The nly persons dissatisfied were two ladies who were disappointed at not witnessing

The conviction and sentence came 16 a surprise to American students of finance, and the refusal last year. of our torney-General to initiate a profeention proves that many competent men on this side of the Atlantic thought that a man could hardly be punished for a falso balance sheet. Their view was that Mr Wright was merely a gambler, speculating with other people's money, like scores of com- pany promoters of lesser repute. It is not within the province nor within the com petency of the State to prevent specula- tion. It is scarcely even the duty of a government to prevent people from gambling with their money; but the con- cretion of a balance sheet, with sham assets and non-existent securities, is not specula- tion but swindling, and the public has a right to be protected from the astute swindler who cheats from the shelter of a board of guinea-pig directors.

A serious accide t occurred on the lat ult. on Whale Island, the Naval Gunnery Headquarters at Portsmouth.
A party
were employed in transferring a 9.2 gun weighing 22 tons, from the Pier Head to a lighter which was lying alongside, when the engine of the crane collapsed. Picces of metal from it were hurled in all direc- tiens, a cloud of steam burst forth, and the gun fell from the head of the crane into the lighter over which it was suspended. A leading stoker, named George E. Wil liame, and a stoker named Edward G. H. To appreciate rightly the work of the Bible Society the end and aim of its great enterprise must be kept in view. It seeks to bring the knowledge of the Bible to every man by placing a copy of the book within his reach. That is to say, it does not aim at distribution merely, its methods of distribution assume that careful use of the Bible is needed, if the book is to do good. Broadly speaking, its methods of circul ation have been framed with a view to selection. Books are sold at less than cost price, the charge in different parts

24. The appointment of the Military members of the Army Council should follow exactly the long-established practice of the Admiralty. The cleation of the Military subordinates in each branch should be made by the Secretary of State upon the sole recommendation of the responsible member of Council.
25. As regards the legal aspects of the constitution of the Army Council, we have received a memorandum prepared by the Parliamentary Counsel, which makes it clear that this Council can be constituted under the prerogative by letters patont, the distribution of business being sub- sequently provided for by Order in Council. The terms of the War Office Patent could follow those of the Admiralty Patent mutatis mutandis. It may here- after be necessary to obtain Statutory authority for the transfer to the Army Council of the powers now vested in the Secretary of State by virtue of Statutory
enactments.
26. As stated, we are convinced that the first step in reconstruction should be taken forthwith by constituting the now Council.
