* Lloyd's Register of British and Foreign Shipping, dealing with shipbuilding home and abroad in 1903, states that during the year, exclusive of warships, 097 vessels of 1,100.618 tons gross (viz., 632 steamers of 1,185,503 tons and 68 sailing vessels of United 25,115 tons) were launched in the Kingdom. The warships launched at both Government and private yards amounted to 41, of 151,890 tons displacement. The total output of the United Kingdom for the year had, therefore, beep 788 vessels of 1,348,508 tons. The output of mercantile tonnage in the United Kingdom during 1903 shows a decrease of 237,000 tons from the previous year, and in the lowest since 1887. Compared with the returns for 1901, when the output of both mercau- tile and war tonnage reached the lovel, the present figures show a reduction of 334,400 tons as regards merobant vessels, and 60,000 tons as regarde :war vessels. It is mentioned that 993 per cent of the tonusge launched has been built of steel, and that nearly 98 per cent, is com posed of steam tonnage. Of the total out Put, 936,776 steam tops and 13, 800 sailing tons, or 950,576 tons in all (80 per cent.) belong to ports in the United Kingdom, and 18 per cent. of the total ontpat has

In a nutshell the case is summed up. Russia is not prepared. During my last visit to Port Arthur some ten days ago, I learned that notwithstanding the enormous imports of cattle from both Chefoo and Ching-wan-tao; the supply scarcely feeds the 'troops quartered in the district. Further more the startling disclosure was made that whereas two years' supplies were on the credit side of the ledger at the Commissary 'General's Office, when stock-taking took place, it was found that the actual stores on band would last the estimated number of men but six months! The poor, much abused heathen Chinese is not the only one who can do a little 'squeeze' Pidgin.' There are others 1

Once war is declared and outside sources of supply cut short, the much-vaunted trans-Siberian railway either smashed up, or at the best blocked with troops, where will the army be? For lower Manchuria cannot support it. And then the fleet! In it in such an up-to-date condition as Alex. eieff would have us beliove? I think not, as far as the big ships are concerned, but in the torpedo boat line, my goodness, they seem to be darting about like whip snakes, either undergoing trials, or steaming away Enst, doubtless for Hai-yang-tan which they make a rendezvous. From the fore. going all of which is known to the Japanese and much more, it will be seen that after all Russia is bluffing. She bluffed with practically nothing in her hand in '98 while we had the strongest fleet possible mobilis. ed here, but she won't bluff Japan.

MAMMOTH STEAMSPIPS.

Lord Inverclyde, Chairman of the Cunard Company, proposing the toast of the Engineering and Shipbuildng Indus- tries at the dinner of the Institution of Engineers and Shipbuilders in Scotland, in Glasgow, on Jan. 23, said that 50 years ago it was thought marvellous that ships no large as to cost £120,000 could be built on the Clyde. Nowadays ships cost five times! that sum. He would like to ask shipbuil ders when they were going to stop. Were shipowners never to get breathing space? At present they had no sooner come to an end in some particular direction thần a shipbuilder and engineer came forward with a proposal that they must do something better than their neighbours. Thore was no finality in the size of their ships and the power of their engines, and he could not help thinking sometimes that shipbuilders and engineers were more re. sponsible for the bad times of shipowners than almost anybody else. Shipowners had had to pass from paddle to single screws, then to twin screws. Now en- gineers were considering whether they should be satisfied with these, and he gravely doubted whether some day they might not find themselves with screws all round their ships. Then there was the turbine. If that did away with the recip- rocatory engine, as many thought, the unfortunate shipowner would have to put most of his ships on the scrap heap. There were serious problems before shipowners. One was in regard to the consumption of fuel, in which greater economy must be arrived at, whether by getting increased power with less consumpti n or some other means. Another was the problem of stok- ing It was impossible for matters to go on as at present, and a fortune awaited the man who would invent a contrivance for mechanical stoking which would meet pre- sent requirements.

In spite of the difference in the import duty mentioned above, during the year 1902 as much as five and a half million yens, worth of refined was imported into Japan from Hongkong and other places.

I trust I have already given sufficient sugar tariffs of Japan are concerned, they are not prohibitive' though they are, no doubt, to some extent preferential.'.
