India's Attitude on the Fiscal Question.
Calcutta, February 11.-A lengthy de- spatch from the Government of India to the Secretary of State on India's attitude with regard to the tariff reform policy has been published. After reviewing the situation, the despatch concludes:-'In a financial aspect the danger to India of re- prisals by foreign nations, even if eventual- ly unsuccessful, is so serious, and the results would be so disastrous, that we should not be justified in embarking on any new polley of the kind unless assured of benefits grea- ter and more certain than any which have so far presented themselves to our mind.

The chief feature that has characterised the freight marker didng the past foxs night has been a continuous demand for Steamers on Time Charter from the North. Tonnago, prompty available on monthly torms, has been and is still being enquired after at steadily hardening rates and as far as ovents have gone in regard to hostilities between Russia and Japan, it is hard to Fay, where things are going to end.
The position of the market is an abnormal one. Whilst neutral tonnage is being picked up everywhere to inect urgent re- quirements from Japan, the Southern market making due allowance for the Chinese New Year holidays has remained almost stagnant with few charters here and there reported.
Anont the Saigon Hongkong trade, a continually declining local rice market has been prohibitory to business in this direction, and the present quotation is nothing better than 17/18 cents per picul. This figure is however more or less nominal, there being but an occasional bout having to accept auch rate of necessity, and a considerable improvement can only be a question of time if only in consequence of shortage of tonnage. The rice crop in Cochin China is said to be a fairly good one, but export figures up to date are not to be compared with former years, the exchange having put rate of high

Steamers Expected. The C. N. Co.'s s.s, Changsha left Kobe on 24th February, and is expected to arrive here on 1st March.
The C. N. Co.'s 8.8. Chingtu, from Austra lian Ports, left Port Darwin on 24th February, and is expected to arrivo
here on the 4th March.
The Boston Steamship Co.'s Tremont ar rived at Yokohama on 20th February, and sailed next day for Kobe, Moji and this port.
The P. & A. Co.'s steamer Indrasumha sailed from Portland, Oregon, on the 13th February, for Hongkong via Japan Ports, and is due to arrive here about the 15th March.
