in the Yorkshire Post of the 4th ult, :-

The British and Chinese Corporation ób. tained nearly six years ago the Shanghai. Naukin Railway, the Kaulung-Canton Rail- way, the Ningpo and other valuable con cessions, but they annually report that they have not yet laid a single rail. The Government sécured theso con- cessions for the Corporation in the belief that the Corporation would set an example by investing their own capital in the enterprise. Their methods have done
much to discourage the Chinese from taking British concessionarios soriously. That so valuable a concession as the Kaulung-Can- ton Railway should be locked in the drawers of the Corporation is little short of a scandal, and was strongly commented on by the Governorof Hongkong, Sir Henry Blake, in his farewell speech. What we think in Chins is that the Government, if it had the
interests of British trade in China at heart, would exerciso its right, and transfor unused concessions to other British capita lista, whose way is now blocked. The Corporation are now negotiating for the Hankau-Szechuan Railway, Opinion in China is that if the concession, which by agreement with China can only be granted to the British syndicate, is obtained by the Corporation, or by a combination in which the Corporation have a half-share, it would ho regrettable, meaning as it would that the railway will not be constructed for many years, if ever; while genuine British syndicatos, capable of constructing the line from their own resources, would be for ever excluded,

2. That a Japanese battleship engaged two Russian warships, and sunk them.
3. That the Japanese have captured a Russian mail steamer.
4. That two Japanese torpedo-boats attacked a Russian cruiser off Chemulpo, and that all three were sunk.
Our readers will probably be able to supply variants, of these; but until our correspondents in Japan get their messages through we prefer to wait before accepting any of these rumours as reliable.
