Whatever might be the result of the initial campaign, there would be serious risk of a wider conflagra- tion. If the Japanese Navy proved strong enough to inflict a severe defeat on the Russian Fleet, and, perhaps, to capture Port Arthur by a coup de main, Russia could not sit down under the reverse. She would be compelled to repair it at all costs, poli- rical and Military. If she can call an ally to her aid, she would think no sacrifice too great to obtain the assistance of another Nuvy. On the other hand, if the Japanese were defeated, oither at first or after some preliminary successes, the fate of the Island Empire would be sealed. And at would become a most anxious ques- tion for the Allies of Japan whether they would be justified, or they would even be able, to remain quies cent while the balance of power in the Far East was being overturned, and the rising State that might net as a counterpoise to Russian domination in the Northern Pacific reduced to powerless vassalago. Great Britain, the United States, France, and Germany are all interested in this contin- gency, and their Statesmen must recognise the difficulty with which, at one stage or Another, intervention would be avoided, This is what renders the imbroglio so critical. But, on the other hand, it is so much to everybody's interests that the crisis should develop no further, that we cannot yet believe the calamity will be allowed to occur.

The Vienna correspondent of the dard wrote on the 30th December:-
The semi-official Politische Correspondenz publishes to-night the following statement about the views held in responsible quar. tera in England :-* English Diplomacy is still endeavouring, so far as lies in its power, to assist in the maintenance of peace; and that not only on account of the King's peace-loving disposition, but for the sake of England's interests in Eastern Asia. It is unnecessary to consider all the .contingencies which might establish a casus foderis according to the Anglo-Japanese Alliance Treaty, to recogniso that England could not look on passively, if certain events occurred, in view of her own position in the Far East and of her posi-
tion as Japan's ally. She could not quietly witness the overthrow of her ally without injury to her own prestige; while a change in the balance of power in Eastern Asia would involve very acnsible It is clear, damage to English intorests. therefore, that in all authoritative quarters in London there is a sincero wish that hostilities between Russia and Japan may be averted, and that the English Govern- ment is doing its best in favour of a pacific understanding.'
