Calcutta, January 14.-An important scheme is announced by the Government of India for the establishment of scholar. ships for technical education, tenable.for two years in England or any other country by statutory natives of India. The value of the scholarships is £150 a year. Ap plicants must have shown aptitude for a particular industry.

tinued business remains stondy, with rather more activity, and up to the time of writing a fair amount of chartering ling

Recent advices from Saigon have it that rico is coming in more freely now and the foen! market having gone up considerably of late, owing chiefly to a fair demand for Japan, chartering would seem to have become practicable at rates which leave a reasonable margin. A couple of chartera effected about a week ago were' drawn at the improved rates of 12:13 cents per picul, but since then higher quotations have been received continuously, and quite recently tonnage in wanted at as high ́ns 20 cents per picul, one fixture being Whether this reported at that rate. sudden and rather unexpected change for the better will continue is of course an open question, but it has anyhow strengthened the market considerably and in face of further inquiries from various quarters, the general outlook is much better than anticipated some time ago,
The Saigon/Philippine trade has been a bit quioter and negotiations for tonnage have not led up to much business, Some forward chartering is said to have been done at 28/29 cents per picul, but details have not transpired. For Java ports, chartering does not appear practicable at present as grain can be imported empara- tively cheaper from Rangoon.
For Japan, a charter is reported at 35 cents per pieul, March delivery at Saigon,
From Java to this a good demand is existing at 30 cents per picul dry and 35 cents per picul wet sugar and, several fixtures are reported.
Coal rates from Japan ports have con- tinued to advance, business having come to pass at $2 per ton for this port, and, to wards the close, an even better figure might For be obtained for prompt arrivals. Singapore, $2.25 has been paid, and the sanic rate has been accepted by a small carrier for Swatow. For Manila, a charter is reported at $3,40 per ton, and more tonnage is likely to be wanted for Philippine ports.
A fair business has been transacted on monthly terms as per list overleaf, and there is goed prospect now of further transactions in the near future, and, it is generally expected, at enhanced rates.
Sail Freights.-The charter is reported
of a handy sized sailer for Callao.
'Boom' in Radium.
A rise of 400 per cent, in the price of any commodity within the space of a month
is somewhat startling. Yot that seems to have taken place in the case of radium. It is difficult to get at the actud price of this mysterious element, for it is only put upon the market in small quantities, and it would be impossible to fulfil any large order. We have, however, obtained some inform ation on the subject from Mossr: Isenthal, who are at present able to supply a small quantity of what is probably the most effi- cient specimen of radium bromide yet placed on the market in this country-its radio-nctivity being estimated at 2,00,000, or roughly three times that of the com pound with which Professor Rutherford and Sir William Ramsay made their closi experiments.
