LONDON, Dec. 18. Some of the papers this morning.an- nounce that Mr Arnold Forster's scheme of Army Reform will provide for the re- establishment of the volunteer movement in Ireland where it was crushed out of ex-. istence more than a century ago. It seems strange that Ireland should have at present Militia but no Volunteers. Still, a man need not he old to remember the middle eighties and to speculate what might have. happened in those dark days if a large popular force Lad then existed in Ireland. It would have been overwhelmingly Nationalist, every man in Ireland (except in Orangeland) is intensely loyal to his
nation, and mistaken agitators would have found a very sharp-edge tool to their 192 hands. Even now some grandmotherly

THE ENGLISH EDUCATION
ACT.

LONDON, Dec. 18.
In a fortnight the Education Act will conie into force, and County Councils, through their committees, will be respon sible for the carrying on of all the element- ary schools. The Church of England is of course the largest owner of non-provided schools and will retain a preponderating majority on the committees of managers for schools that have been its own. This naturally leads to the proviso that the head teacher of every such school will still have to be a churchman. Among dissen- ters there is a strong militant majority, most active in what they call humorously aim at the de- passive resistance, who mocratising of education, and the aboli of instruction in dogma. The Archbishop of Canterbury tried vainly to call a con- ference between friends and opponents of church teaching, but abandoned the iden when he found the parties were determined. to argue from different premises. This week he has written another letter no longer an irenicon, but rather a call to arms, and Dr. Clifford has published a spirited rejoinder. While the heated controversy rages as to whether teachers may be of any faith or ne faith, whether the church has picked the pocket of, the state, and whether the church clergy are a pack of Romanisers, (for of course the No Popery cry has been raised also), the one question really importance, how we are to turn the obildren into good men and good citizens, is the only question that the Reverend and Right Reverend, the Honourable and Right

Rochester, comes to the front with a schenie for the purchase of Achill Island and its conversion into a National Park for the preservation of wild animals threa tened now with extinction, nay, even of such brutes as bears and wolves that long have been extinct in these islands. It is, I think, only during the present year that a Causeway has been constructed from the mainland to Achill, with the unexpected result that foxes have crossed and If any decimated the Achill chickens. Society or individual be able and willing to meet the expense, the project of such a park seems inviting; but it must not be a Zoo. Zoos are both vulgar and cruel. We do not want cheap trippers visiting Achill for the half-day to inspect woe-begone brutes pacing their pens, but wanderers among the wild scenery of the island would find a new charm if the otter could be seen in the streams or a wolf slinking through the bushes. Some such park on a grand cale may be accessible next year in the heart of Africa, when the advance of the railway makes the Victoria Falls acces sible We have been promised that the African fauna shall be preserved over a wide area. Here, though Sir H. Johnston, though as fervent a lover of wild animal, n the French savant who did love ze cata and ze dogs and everysing zat was beastly,' would make one important exception. The hippopotamus must be exterminated. Lions even make no unprovoked attacks, but the hippo from very wantonness will destroy a boat and maul the rowers. He eats all the crops, and what he does not eat, he site on So now he is to be sat on himself.
An interesting centenary this year is that

Serious Affair in Mandalay Gaol.
About 8 a.m. on the morning of the 8th instant a riot took place in the Man dalay jail in one of the work-yards, when Mr Thorpe, the Deputy Jailor, was badly assaulted. It appears that Mr Thorpe, while on his rounds that morning, was struck from behind by a gang of convicts and received a nasty wound on the head. Freear's reputation suffered nothing from his exhibition on Saturday night at the Theatre Royal.
