Seeing that this new and mysterious disease has so far attacked only Negroes, and has killed few hundreds of that race, whereas only smallpox has killed hundreds of thousands of every race, it is difficult to apreciate (bis gloomy prophet's opinion. Perhaps the prophet suffers from indigestion; in which case he would do better to cure himself, by taking a few douce of Mother Seigel's Syrup, than disseminating his gloomy ideas. What Russia aims at, and what Russia, up to a few months ago, thought she had all but secured, is a position which will en- able her to become as a great a Power at sea as sho is on land. The feverish energy which she has shown in getting together a formidable Fleetin the Far East, the special attention of late given to the whole question of Russian ship ping, all this might be thought, and
realise the meaning of the Russian advance towards the Pacific; here new Navics are being created, there the sea-kings of the Old World are closing the links of the common interests which bind them to oppose the rise to power of another great naval people. Every new Century has oponed with some huge convulsion, and all the signs point to a repetition of the phenomenon. In the past age the question has been the 'balance of power on land. The question of the future, if Russia gets her way in the Far East, will be one of the balance of power upon the high seas And that is a problem, owing to the mobility of sea-power, which would provide incalculably more food for apprehension than the most threatening combination of land-power.
