A Royal Scandal,
December 8.-A tragic scandal is re- ported from Austria. Princear Otto of Windisch-Graetz, surprising her husband alone with a Czech actress, is said to have first shot his valet for hindoring her entrance into the apartment and after- wards to have killed the actress. The story is denied in Vionna, but the report' is very circumstantial. The Princess is! daughter of the ill-fated Crown Prince Rudolph of Austria and of Princess Stephanie of Belgium, whose husband is Count Lonyay.

NORTH-WEST YUNNAN.
Suggestions for Traders. An interesting Report, abounding in geographical and ethnological information about a little known portion of China in the upper region of the Mekong Rivor, has been issued as a White Paper (China No. 3). It is by Mr Acting Consul Litton, and describes a journey in North and North-West Yünnan which be performed last Winter. Summing up his impressions for the benefit of the trader, Mr Litton says that Yüunsh is out of the great current of China trade. But the part of Yünnan which can be served by our Burmah route is much moro populous than that served by the Red River route. Now that Teng Yueh is an open port' under Sir Robort Hart's supervision, there is every reason to- hope for a great expansion of trade. We quote the following from the series of

The most urgent need of Teng Yueh trade is an export product to give in return for Indian yarn and cotton goods. - The importance of Yunnan as a possible field of supply for ponies and mules should not be lost sight of. I am inclined to think a European firm might establish itself with advantage at Teng Yueh. The trade would not bear a large and expensive European staff; what is wanted is rather some ne of energy and tact who would be content

Among possible exports from Yunnan, ponies and mules, musk, hemp, straw braid, rhubarb, drugs consumed by Chinese, wool and furs from Lichiang, bristles, silk from South West Szechuan, would seem to deserve attention. It must be remembered that upcountry Chinese traders are fond of false-packing and other frauds, and by no means comprehend the. necessity of goods being up to sample. I should be very sorry to offer any advice about mines in the part of Ynnay which my Report deals with. Salt and copper are the mineral products of which I saw most, but they are both in the hands of official monopolists. Until better informed, I venture to doubt whether there are any mines in this part of Yünnan which would pay for the cost of transporting foreign machinery and paying for foreign engineers." When the upper waters of the Irrawadi have been brought under control by Burmah, it might be well to prospect there for nephrite (jado), which will always command a great market in China.' .
