The Position of the Crown Colonios.

The Times of Ceylon of the 8th inst. Says:-While Secretary of State for the Colonies, Mr Chamberlain had before him the views of the governments of the great self-governing colonies, and, as these gov ernments are in office by popular election, they represent public opinion. Ever since the enunciation of his new policy we have felt the anomaly that has relegated India and the Crown Colonies to the back ground, to look on, like so many nonentitios, while the rest of the Empire actively participates in a momentous question which affects the

trade of the whole world. Mr Chamber- lain recently remarked that India has not expressed an opinion one way or the other. Neither have Coylon and the other de- pendencies; but the fault lies mainly with the home authorities for not having invited nu opinion. Public bodies need not, of course, wait to be asked, and, if members are divided on the main question, they c-n at least unite in support of a protest against the anomaly with which we are now dealing-an anomaly which might result in altering the fiscal policy of the Empire over the heads of, and without con-

Another very great draw- back was that there were only two lavatorios on each second-class carriage, which had to he shared between 26 people. The food on the train was indifferent, and, considering The attendance was the quality, dear. atrocious, there being only two none-too smart waiters for 5 people, and, to crown all, there was not a single servant on the train who could understand English. I took the Russian Government train fron Missonaie to Dani, and found the same a deckled improvement on the International Sleeping Car train in every respect.

My experience has no doubt been an ex- ceptionally bad one, but in any case would not recommend any one to under take the trip in the present state of things, 89, apart from the disadvantages I have pointed out, it seems to me that the line is dangerous in some parts, and three-fourths of the country traversed is uninteresting. If any one wants an experience and is pre- pared to rough it, well and good, but otherwise my advice is Stick to the sea.

For the benefit of any of your read is intending to take this trip I give the follow ing information:-

A Felicitous Opening.

Both letters bear the Brighton postmark of December 3, 6.15 p.m. The post-card by Siberia was also the first to arrive a few hours ahead of the card by Suez. It would thus appear that the Siberian route beats the P. and O. mail by Suez by only a few hours, so that the value of the new route to the same.. Hongkong for outward mails will not be great till fast trains are run daily between Moscow and Dalny and mail matter is forwarded quickly to Shanghai. Our cor respondent might now try the Siberian route against the French mail.

A Calcutta telegram states that Lieut.

Colonel F. J. Lambkin, R.A.M.C., who has been detailed from Hongkong for duty in India, will visit all the military stations where his special knowledge and experience of certain diseases may be of use in order to demonstrate to medical officers the method of reatment best suited to the diseases in question.

Public indignation has been raised by the result of the investigation, and the Mayor of Chicago, acting on the City Regulations, has closed nineteen theatres which were defective in matters of fire prevention and escape.
