IS THE SUN GOING BANKRUPT "

The Probable Cause of the Abnormal Wet Weather.

At last the philosophical mind isquestion- ing whether the cause of the phenomenal wet weather of the last two years may Lety be found in the fact that once more in the history of civilisation, like Prometheus of old, man has stolon fire front the sun and

THE CHINA LIGHT & POWER

is suffering in consequence the punishment 1814

which Nature always bestows when her

lawe and principles are triffed with.

There have been thus far in the in- vestigation of the subject three theories for the present prob nged rainy season- that Saturn has entered into the region of the sign of Aquarius; that the disturbances of Mount Pelds and the other volcanoes in

the west Indies have caused the present wet weather; and that the wet season has

been caused by sunspots.

SOME THEORIES ANSW FEED. The answer to these three theories is: (1) That Saturn has frequently been in the sign of Aquarius before, without any such wet and watery results; (2) that there have been greater volcanic disturbances than those in the West Indies, without any such disastrous effects; and (3) that there have been sunspots every eleven or thirteen years since meteorological records have been kept, but never has there been any. thing comparable to these last two years of incessant rain.

There remains one alarming but quite rational hyphothesis for this prolonged ex-^ perience of electrical and torrential storns.

We have drawn from the atmosphere in a prodigal tanner during the last ten years vast supplies of the electric fluid. In this way a vacuum has been formed in the atmosphere which surrounds the globe, and as Nature abhors a vacume, she has drawn from the cens of the earth new and uninensured supplies of ozone, which have surcharged the clouds with vapour, and have caused this phenomenal ex perience of the electrical rainstorms and downpoar of water.

And as for the huge sunspots which are visible at the present time, how do we Anow but that the bankrupt condition of upon the sun, owing to the immense drain

its rays from the robbery of the atmos phere of its electric fluid, may rationally account for these?

AN IDEA FROM PARI“,

At the time of the Exposition in Paris in 1889, frequent and violent thunder- storms swept over the city, but not experienced a little distance in the country. It was afterwards aflirmed that

were

these electrical storms were caused by the great amount of iron and electrical machinery used at the Exposition build. ing, so that the Eiffel Tower acted us a lightning-red to induce electrical currents

over the area of the Exposition.

But now we have these electrical plants everywhere, and, as Mark Twain said of new England.

We have plenty of weather, but so climate.' If we can imagine in the next few years that it could be possible to draw the oxygen out of the atmosphero as

The judgment was against the Canadian Pacific Railway Company, and heid tho Empress of India entirely to blame for the collision. Costs wero in consequence given against the Company.

Under the terms of the law any company whose ship is in default in a collision is liable to pay £5 per ton when there are no lives list, and £15 per ton when livos are lost. As the Empres of India is a vessel of 6000 tons, and as thero wore several lives lost as a result of the sinking of the Huanglai, the Empress is liable to pay £90,000. It is not thought, however, tint the Court will order the maximum amount to be paid,

THE ELLEN RICKMERS'

AGROUND.

SITUATION IN THE FAR EAST.

The political situation in the Far East is. apparently becoming more serious. It is certain that Russia will not make any con- cossions to Japan in regard to Manchuria. It remains to be seen whether she is pre- pared to make enough concessions to Japan in Corea and whother the Tokio Cabinet is strong enough to resist the war- like public feeling. The expensiveness of war preparations on both sides is Burely aggravating the situation. It aceins that the military party in Russia is also desirous of having war. Notwithstanding, the out-ground on the Paracels, but nothing was look that peace will bo maintained is con- sidered still likely to outweigh the pre- bability of war. Opinions pointing in this direction have been exchanged to-day botween the German Government and the representatives of both Japan and Russia,

LONDON, November 27.

On the Paracel Islands.

Newa was received in the Colony last night that the steamer Ellen Rickmers was

said in the telegrami with regard to her position or whether she was in serious danger of being lost altogether.

The N. D. L. Company, who are the charterers of the vessel, know very little about the accident, and are making arrangements with regard to her salvage. If she is not very dangerously situated it is probable that she will be reriosted

easily.

Captain H. Krols, Marine Surveyor, of Norddeutscher Lloyd's office, leaves to

supply of ammunition fer the Navy.

Drawing from the sumo authoritative source, the Navy League now desires to enquires whether the time has not arrived when the British public may be permitted by party politicians to know at first hand whether, in the opinion of the military and myal chiefs, adequate provision has been made for the maintenance of the two great branches of our defensive forces t the standard of strength and preparedness for war laid down as adequate for the needs of the Empire.

Lord Wolseley, in his evidence before the War Commission (qüestions 8948 and 9196) pr. poses that the Commander-in- Chief, so long as he is as at present a non- political man, should submit to Parliament overy year, over his own signature, a Certificate of the efficiency of the forces under his command. This certificate would notuully refer not only to the personnel of the army, but also to the supply of muni- tions of war of all descriptions

Lord Roberta (qucation 10327) stated that ho thought it would be an advantage that such a certificate rheuld be given, and

Lord Lansdowne, with unconscious ant touching candour (quection 215)) admits that if this were done it would put the Commander-in-Chief in the position of being able at any aicinent to refuse to sign the proposed certificate, thereby forcing the Secretary of State for War to go to Parliament with an admission that all things are not as they should be. In other words Lord Lansdowne, as s parts politician, fears that the nation (which taxes itself or ought to do m) would then be able to insist on the proper provision of all that is necessary to complete military

7

efficiency, irrespective of the party needs of the Ministry of the day.
