CHINA'S FOREIGN TRADE,

•The Investors' Review'. on the

Currency.

In an article on the foreign trade of China in 1902, The Investors' Review says:

How stationary the exports from China

are is shown by the fact that during the last forty years their increase is little more than nominal. In the quinquennial period, 1861-65, the exports of tes and silk wore worth $120,000,000, market valuo, or an average of £25,000,000-a year. In 1902, although the principal articles exported had rison in number to 28, tlicir value was only £27,840,000, or little niore than when there were only two. But with a better system of inland collection and improved routes of communication a change ought soon to take place, and a period of expan- sion set in, especially if somu satifactory

method of dealing with the currency can be discovered. This, howover, is a difficult problem in any country, but in China itis doubly so because the media of exchange are so confusing and various, the units ranging from sterling drafts on the eastern coast to empty bottles on the south-western hills,' to quote the apt description of our commercial.attaché at Pekin. To bring all

10

these on to one level is a task which might well terrify the economists of the Times, yet it will have to be done. For if the Chinese exports and imports are examined they reveal a well defined division into European and Asiatic, a division marked not only by differences in the articles thom- selves, but also by the fact that the former go to those countries which use a gold standard and the latter

those which either use or recently used a ilver one. Because Japan, the Straits, and the Philippines have all recently become gold standard countries, it is Imagined that it would be to China's benefit to follow their lead and adopt goll also. But as a matter of fact if China made such a revolutionary change in her currency she would find horself face to face with the double problem of establishing not only

The difficulty would hardly be a pressing one, but for the way in which China has been bound in debt to the for eigner. It is commodities she exchanges not currencies, just like all countries, and were there no demand upon her to supply gold to pay debt interest abroad the in- ternal currency confusion, would affect the mercantile community little.
