It is not sufficient that we rule the sea, and to quote his own words the school, the university, the laboratory and the work- shop are the battlefields of the new warfare.'
As it is, our universities compare most unfavourably with those of other countries, and, in many of them, hardly any rogurd is paid to science. They are generally poor, with an insufficient teaching staff, and this evil has its origin in the fact that we have relied too much on private effort. It is the boundon duty of the State to ́provide adequate universities, and they would be amply repaid by the students

That the Capital of the Company be increased from $1,000,000 (arvided into 100.000 shares of 810 each) to $1,600,000 (divided into 150,000 shares of $10 each) by the creation of 50,000 new shares of $10 each to be offered and if accepted to be allotted to the present shareholders of the Company at par in the ratio and proportion of one how share for every two old shares in the Company held by the respectivo sharehole hereof,
the amount payable on each of such new shares respectively to be paid at buch time or times and in such 1gunner as the Company by its Goneral Managers may hereafter determine.".
2. That Article No. 82 of the Articles of Association of the Company be can- celled and the following Article sub- stitued therefor: -
The remuneration of the General Managers shall be $4,000 per an- num (which shall covor office rent but not salaries of Secretary and other employees) and a commission of 5 per cent. of the net profits of the Company for each year that such profita amount to 7 per cent. of the Capital of the Company.' Should the above Resolutions be duly pussed they will be submitted for confirm- ation as Special Resolutions to a Second Extraordinary General Meeting which will be subsequently convened.

The Indian Factories Act. The following communiqué has been is- sued by the Government of India: atatement alleged to be based on go d authority apne red in the Daily News on 14th September, that the Government of India contemplate an early amendment of the Indian Factories Act 1881 with the oli ject of limiting the time during which operatives may be employed in factories to hours a week, of 11 hours a day, ono hour's interval being allowed daily for meala. The Government of India con- template no such measure and the state- ment is without the slightest foundation.
Fire on a Stenmer. The Natal Line Ateamer Umkuzi was i ablaze in the Hooghli yesterday when a ļ fire broke out in the coal bunkers,

was extinguished by the steamer, but the same day another fire broke out in the hold, and is still blozing. The stemmer has been removed from her inoorings.
September 27-Up to late yesterday the fire on the steamer Umkhuzi was, smoul- dering. The Punthorities have decided to open out hatches and remove the burnt cargo after which the steaner will be taken to the Kidderpore docks, to ins reloade and will proceed to нea.

The Porto, replying to the Austro- Russiau Memorandum, declares that ik vicws on the Micedonian situation are identical with those of the Powers, and promises to make every effort to exeunte the reforms.
Calcutta, September 26.-The London correspondent of the Indian Daily Telegraph cables that public indignation at the blood- shed in Macedonia is groging in volume day by day. Numerous meetings of protest are being held in England, at which tho intervention of the Powors is eagerly demanded.

A BILL FOR MEALS.
Messrs Dombjoc and Co, Managers of the King Edward Hotel, brought an action against Mr J. T. de Souza to recover $230.18, being balance due for meals supplied on board the Kinshan to the defendant's order.
Mr John Hayes (of Messrs Johnson, Stokes and Masters) appeared for the while defendant Wins up- plaintiff, represented.
In outlining the case for the plaintiff Mr Hayes said that the claim was one for $230.13 balancs due to plaintiff for meals supplied by request of defendant on board the Kinshen. The defendant was tunning an excursion trip on August 2, and applied to plaintiffs to supply tiflin and dinnor. Lotters and correspondence that had passed between the parties on the subject would be put in as evidence to prove the case.
Mr Dorabjec, partner in the firm, said that defendant came to the King Edward Hotel and ask witness if he was prepared to supply tiffiu and dinner for an Witness agreed to do so at a rate of $2 per head. Defendant then contracted for the supply of 287 meals. On the 31st of August defendant paid $280, Teaving a balance of $230.13 which amount had not yet been paid.

1 p.m., the Company's Steamship ERNEST-SIMONS, Capt. FROMENT, with MAILS, PASSENGERS, SPECIE, and CARGO, will leave this Port for MAR- SEILLES, Via Porta of Call, WITHOUT TRAN- › SHIPMENT.
This Steamer connects at COLOMBO with the Australian Line 6.a. Ville de la Ciotat bound for MARSEILLES via BOMBAY and ADEN.
Cargo and Specie will be registered for London as well as for Marseilles, and aci cepted in transit through Marseilles for the principal places of Europe.
Shipping Orders will be granted till Noon only on MONDAY, the 19th October, Specie and Parcels received until 4 p.m. on the same day. No Cargo will be re ceived on board on TUESDAY.
Parcels are not to be sent on board; they must be left at the Agency's Office.
