THE UNHAPPY BALKANS.

From Coustantinople to Salonika,

• Collier's Weekly' publishes a series of clever articles from the pon of Mr Frederick Palmer, its special correspondent in the Balkan States, which will be road with keen interest at the present time.

1946

•You do not need to ho tuld," says Mr Palmer, when you are out of Bulgaria and in Turkey. Suddonly the capa of Christ- endom cease and the fezes of Mohammed. anism begin. The face under the cap is European and fair, and that under the fez is Asistic and dark.

On one side of the boundary an old subject race have becomo supremo in the dominions of their one-time masters; on the other the old rulers hold on to what re- mains of their fierce and ancient conquest with more than the stubborn bitterness of inherited position for the upstarts-with that of religious fanaticiem.

The traveller is provided with a tese- kere, or passport, bearing a huge Arab'c scroll, which to the Turkish, mind says, Flere is a northern ginoar with Con- stantinople stamp on him. His death will tuenu a claim for damages, and so we must take care of him. The Turks no want a foreign citizen or subject killed than tho head of a bank wants his cashier to de. falcate. There is another passport-gold. With this and your tesekere you may ride undisturbed from Constantinople to Salo- nika. The line is French. The Turks build no railways.

'From the window of the carriage throughout the long ride there were ever the wildest scenes. Shepherds with their flocks on the hillsides; peasants at work in the fields. When you saw women beside the the men you knew they were Christians, for it is of a part with the Mohammedat

woman's closer seclusion that she should seldom exposo herself at manual labor.

At dawn we looked out upon the Aegean Sea, its smooth, wine-dark blue shimmering with the first rays of the sun. But the charm onded where tho quay began. Naturo gave Salonika a beautiful situation in possible atonement for the people whom she provided to occupy it. The populace is a heterogenous one, and many kinds. of men bow the knee in various ways for their oxistence under Turkish rule. For- merly Balga rians were among the polyglor population, now they are in the old tower, whose white-washed walls rise above the town. Nothing could be moro expressive of the Turk's supineness in ordinary times, or of his methods when aroused than their presence there.

Despite the tesekero and other forms. of official espionage, conspirators brought dynamite into Salonika almost as readily as if it were cheese. The Bulgarians in one blow wrecked a French ship lying at anchor in the harbor, and blow the Im- perial Ottoman Bank to picces.

• Easiest of all is it to dis inguish the nun His sleek and of the hour, the Bulgarian numerous flock bespeak his industry; and there is no praise to the industry of his wife, in her gaycolored garments knit, and woven by her own hand, A police officer when asked which one of the races ho rogarded as the strongest, shrugged his shoulders and said the. Bulgarian was, easily. And though at the word of Turkish authority he does passive. ly what he is told, as the uthers do, and as thoir ancestors for generations have done-

le heart is still defiant.

'Given an equal chance the Bulgari n would, not doubt, have fulfilled one test of Araco's right to solf-government by winning it from the Turk. Thoupli ho outnumbers the enemy in many parts of Macedonia, he has against him not only the Moslems of the neighborhood, but forty millions more which the Sulcan may call,

The Bulgarian is ours. He belongs to the faith that made our civilisation. Strange to solato, subjection has not turned his blood to the waters of passivity. Thora in enough of our breed in him to fight. The blood-apaltered wool enats which the Pasha exhibita as a proof of his prowess tell tho story of men who have givn up their liver against overwhelming odds. Knowing that, naided they could not win; given them up in the hope that they could attract the at- tention of busy Europe to the Balkans. For the Bulgarian knows that the armies of Europe if they were united could send the Turk to the Bosphorns in a month; and he knows that if he la quiescent, no hand will be lifted to help him.'

GOVERNOR DESIGNATE OF

KWANGSI ROBBED.

Robols Seize Monoy and Arms.

The Sin Wan Puo gathers that when Ko Feng-shib, late Governor of Kinngsi, and Governer-designate of Kwangsi, left the for-

mer Province, he took with him a sum of money amounting to Tls. 600,000 in cash and over a score of c4908 of arms and am- Governor Ko was going to mmunition. Kwangsi by the overland route via Hupeh and Hunan and when he reached the borders of Hunan and Kwangsi ho was surrounded and attacked by a fierce gang of insurgents who took from him all monoy and arms and ammunition and everything else ho and his suite had with them at the time, while a number of his bodyguard were wounded. Fortunately the Governor escaped unhurt

and rotreated to Hunan where he wired to the Peking Grand Council on the 27th ultime requesting it to report his mishap to the Throne and asking that a large sum of money be sent to him at once in order to afford him relief. Now, when the Governor was about to start from Kingsi to the south, he asked the Government for a sum of Tls. 1,000,000, but the Board of Treasury, after calculating that the Go- vernor was about Tia. 2,00 0,009 behind in hia contributions to the Board, consented only to give Tls 300,000. but allowed him to borrow Tla. 240,000 from tho Kiangsi Treasu y; thus the Governor had Tls. 600,000 with him when he left. Sornohow this fact bec known to the insurgents who waited for him on the borders of Hun- non and Kwangsi and deprived him of the whole amount. In his telegram to the Government, he blamed the Board of Trea- sury in strong terms for not granting, his original request, so that he might have taken with him a largo company of troops, hot only to aff rd him protection en-route but they would also be serviceable to Kwangsi, and now on account of the par- imony of the Board. he was left without funds or soldiers: furthermore he almost lost his life this time while the defeat of his troops was injurious to the national prostige. Grand Councillor Lu Chuan-hu was highly offended with the Governor for placing the responsibility of his mishap on Peking, but as the matter was of such an important nature, he, after consulting with the Vice-president, Na Tung, of the Board of Treasury, memorialized the whole matter to the Throne. On the same night he re- ceived the telegram of the Governor at
