KWANGSI ROBBED.

The Sin Wan Puo gathers that when Ko Feng-shib, late Governor of Kinngsi, and Governer-designate of Kwangsi, left the for-
mer Province, he took with him a sum of money amounting to Tls. 600,000 in cash and over a score of c4908 of arms and am- Governor Ko was going to mmunition. Kwangsi by the overland route via Hupeh and Hunan and when he reached the borders of Hunan and Kwangsi ho was surrounded and attacked by a fierce gang of insurgents who took from him all monoy and arms and ammunition and everything else ho and his suite had with them at the time, while a number of his bodyguard were wounded. Fortunately the Governor escaped unhurt
and rotreated to Hunan where he wired to the Peking Grand Council on the 27th ultime requesting it to report his mishap to the Throne and asking that a large sum of money be sent to him at once in order to afford him relief. Now, when the Governor was about to start from Kingsi to the south, he asked the Government for a sum of Tls. 1,000,000, but the Board of Treasury, after calculating that the Go- vernor was about Tia. 2,00 0,009 behind in hia contributions to the Board, consented only to give Tls 300,000. but allowed him to borrow Tla. 240,000 from tho Kiangsi Treasu y; thus the Governor had Tls. 600,000 with him when he left. Sornohow this fact bec known to the insurgents who waited for him on the borders of Hun- non and Kwangsi and deprived him of the whole amount. In his telegram to the Government, he blamed the Board of Trea- sury in strong terms for not granting, his original request, so that he might have taken with him a largo company of troops, hot only to aff rd him protection en-route but they would also be serviceable to Kwangsi, and now on account of the par- imony of the Board. he was left without funds or soldiers: furthermore he almost lost his life this time while the defeat of his troops was injurious to the national prostige. Grand Councillor Lu Chuan-hu was highly offended with the Governor for placing the responsibility of his mishap on Peking, but as the matter was of such an important nature, he, after consulting with the Vice-president, Na Tung, of the Board of Treasury, memorialized the whole matter to the Throne. On the same night he re- ceived the telegram of the Governor at
