Day by day, we are witnessing fresh phases in the international struggles in the Balkans, and the many clashing in- terests stupify the brain as we try and wade through the intricacies of the desires of the various races and creeds fighting one with the other for sup remacy in the Near East. When Eng land gained her passage to India through the Suez Canal, she ceased to be directly concerned in the affairs of this quarter of the globe, and our role is only that of the onlooker who perhaps sees most of the game in all its many perplexities. At the moment of writ ing, Russia looms a quiet, patient, but omnipotent giant, astutely watching the smaller Powers ruining themselves in a fruitless endeavour to avoid-Tur- kish taxation or to establish themselves as chiefs in the disputed territories. Whether Bulgaria should come out victor in Macedonia, or Greece-but this is in the highest degree improba- ble-should again build up for itself kingdom touching its former greatness,

If Hungary, finally breaking away froin Austria, sought to found a great Slave kingdom, looking only to Russia as the superior power, Austria would dispute such procedure bitterly, and friends as Russia and Germany now are, their alliance would surely be broken in this eventuality, as Germany never has given us reason to suppose she would placidly allow her own interests to be disturbed in order that another nation might accrue greater benefits. It is not until we consider all these conflicting motives, that we understand what excitement the doings of these not very important kingdoms are causing throughout Europe.

England has an unfortunate propen- sity to belittle her own greatness, and the rumour set on foot that the Somalis were importing arms from a Londor was scandalous both in the supposition and the utter falsehood. Ca'cutta, September 25.-Home advices state that certain proposals submittel by the Government of India for enhancing the pay of the Viceroy and the pensions of members of Council have not been accepted by the Secretary of State, on the ground that the India Office is not empowered to modify the smoluments of members of the Government of India, which we fixed by statute. The Secretary of State does not consider that the circumstances justify him in bringing the proposals before Parliament.
Sanction has been accorded for an in-and end at about 10 a.m. if the range is crease of R 1,100 per month to the pay of the Chief Commissioner of the Central Pro- vinces, in consideration of additional re- sponsibilities due to the transfer of the Berars to his chargo.
The proposal to increase the emoluments of the Lieutenant-Governor of Bengal, in view of the extraordinary personal expenses attaching to the position, has been approved in a modified frm by an increase of his sumptuary allowance.

Sir Antony Macdonnell. Allahabad, September 23.-The Pioneer Bays it is now very little of a secret that the Governorship of Bombay when it fell vacant the other day was offered in the first instance to Sir Antony Macdonnell. The offer camo too late. It should have been made three years ago before he had quitted India. Even in those days Sur Antony Macdonnell was not enthusiastic on the prospect of a Presidency Governor ship which he could not have helped be in point of real feeling would importance and power a descent from bis own. Now the case is, of course, quite different. The great part, he took in the framing and management of the Irish Land Bill, though his hand did not, appear publicly, is, of course, known and acknowledged by all who are at all behind, the scenes, and there is much for him still to do in Ireland. One may pretty safely hazard the conjecture that his destination will be the Cape where we may any day want a first rule man to succeed Lord Mil-
nor.

(From a Correspondent in the North.) Crossing the Sungari by one of the usual huge iron bridges, we reached there early in the morning. The wide river presented an animated picture, bathed in brilliant sun- shine.
