The Morning Post and Daily Telegraph anticipate that Mr Chamberlain's resigns tion will be followed by a strong revulsion in his favour.
Several papers are surprised at the non- resignation of the Duke of Devonshire and Lord Balfour of Burleigh.
St. Andrew's Election. The election for St. Andrew's Burghs to replace Mr H. Torrens Anstruther, who has been appointed a Director of the Suec Canal, has resulted in the return of Captain Ellice, the Liberal candidate, by a majority of 36 over Major Anstruther Thomson, the Unionist candidate. The polling was :- Ellice.........Liberal 1,324 votes. Thomson......Unionist... 1,288. This is a Liberal gain. [Mr H. T. Anstruther, the Liberal Unionist, had successfully contested St. Andrew's Burghs in four elections; and succeeded his father in the seat, after Sir R. Anstruther, Bart:, had had the novel experience, in 1885, of being awarded the constituency on a tie on a heary poll-and both candidates Liberals. In 1900, with a difference of only 54 votes between the candidates, the totals pulled aggregated 2,242; and so Reuter's figures to-day disclose a heavy poll. Captain Ellice, the nephew of Mr Edward Ellice, who sat for the burghs for many years, was first in the field; and he opened the ball by cou- demning the Education Act and the mismanagement of the War Office. September 19.-Owing to the growth of the Armenian national movement in Trans- Caucasia, a decree has been issued placing the Armenian Church property under Gov- ernment control, and thus preventing the application of funds to the anti-Russian agitation. Affairs in Afghanistan. Borbay, September 17.-Latest advices from Afghanistan" state that the Russians have taken possession of Ourgang, & Tur koman town in the waste lands hetween Herat and Iran.
When the British Boundary Commission was in these parts, no Russians were found, but now Turkomans are looked upon as Russian subjecta.
Cholera is now diminishing in Kabul. The Ameer's efforts to onlist recruits Amongst the mountainous tribes are urous- ing opposition, and a number of tribes. threaten to fight if the order is insisted on ; but they say they will support the Ameer in the time of a crisis.
Many of the Ameer's sepoys in the Kuur district have deserted into British territory, with their army, which they are trying to
well.
They allego they are not paid enough to keep themselves on, and, if they complain, they are treated as rebels and tortured.
Peshwar advices state that the Lowargi tribes who live in British territory allege that five of their women have been taken away at the instigation of the Sirtup of Dakka. They threaten reprisals.
The Sirtup is preparing to defend himself. It is feared the outrage may lead to
serious trouble amongst the tribes.
The turbulent Fakir of Swat is sending a band of 200 young men amongst the vil Jages, to collect revenue and rouse the people to support him.
He still threatons to invade Malakand shortly, but his following is said to her Iwindling.

September 15.-A Cabinet meeting was held yesterday and three hours were spont in discussing the fiscal question. The Standard, which is considered to be the Government organ, in its report of the meeting says that it is understood that the Government has decided to adhere to its determination to attempt no innovation in the fiscal policy of the country until after appealing to the country. The action of Ministers meanwhile will be limited to d scussion and inquiry. The proposal to establish a preference in trade within the Empire, says the Standard, will be inde- finitely postponed, and will form no part of the collective policy of the Government.
