Morgan ship combine rendered a good service to England, for it awakened that country from its lethargy; and England is now aware that the United States has out- stripped hor, and she is doing her utmost to regain her former supremacy as mistress of the seas.' - No doubt these remarks im. pressed themselves duly upon the students. who could not be expected to know much,- who would naturally accept unreservedly the assertions of so eminent an authority, who anyway (as good Americats) would be

prone to believe nasty things about so important a` shipowning country as England. It is satis- factory, however, to find the American press rising in rebellion against such -stupid claptrap, uttered by a man who could not but know better. The: New York Times tells Mr Cramp plainly that 'so much of this statement as is not arraut nonsense is distinctly untrue and mislead- ing,' and that remarks such as his only

to confirm the impression that Yankee boasting is a national habit.

The for- mation of the Morgan ship combino, as the New York paper candidly acknowledges, has not reduced the importance of the merchant marine of Great Britain by a single ton. It has not diverted any business from British-to-American ship. yards, and probably will not. Mr Morgan's deal certainly had an awakening affect, but not because it harmed British in terests in any way. In fact, the American people have been wondering ever since the International Mercantile Marine was or- ganised what there is in it for them.' They have not yet found out, but their opinion of it is shown in the fact that Americans are not willing to hold its common stock at a 1946 depreciation of about 85 per cent, and that. English people would not look at the paper- at anything short of a free gift. The odd American shipping was exceedingly pro- thing about Mr Cramp's assurance that.

and it is in connection with his interests in the Bethlehem Steel Works and their trana- for to the Shipbuilding Trust the trouble- has arisen with the great Mr Morgan. It seems to us that there is a great deal too' much finance, and not half enough practica shipbuilding work, about the trust; and there is enough water in the capital, judging by the way that millions of dollars are flying about, to flost all the ships that are likely to be turned out for years to come.--Engineering

LORD SALISBURY AS A MAN THE CHINA LIGHT & POWER

OF SCIENCE.

}

Lord Salisbury wae obvicusly reluctan to accept the views of the Darwinian school, He delighted in contrasting the deductions of the mathematician and geologist with Phone of the biologist upon the question of when life was first possible upon this planet. If the mathematicians are right,' he said, the biologists cannot have what they demand. If for the purposes of their theory organic life must have existed on the globe more than a hundred million years ago, it must, under the temperature then prevailing (according to the calcula- tions of the mathematician), have existed The jelly-fish

Our greatest. theories fail to tally with our most exact calculations, and the earnest student has to abide in the gloom of doubt without much i Indication of the direction whence light may cone to succeeding generations. It is generally understood that the branch f science which Lord Salisbury loved hes was chemistry, and the freedom with which he discussed chemical questions gives weight to the suggestion. Besides, it is well known that he spent much time in his laboratory

in Hatfield House, where, however, he

directed his attention also to engineering and electrical problems. He conceived the

T: many ways he showed that his love of science had practical as well as academic leaning but he made no original com. munication on scientific subjects to the learned Societies. He WAS olected to The Fellowship of the Royal Society in 1869, and almost immediately became a member of the Conveil. He took a keen and active interest in the internal affairs | of the Royal Society, for he served on the Council in 1882-83, and again in 1892-94. He was Vice-President also in 1882-83, ap:1 ¦ in 1893-91. And almost his last public act was associated with science and not with politics, for on the occasion of the election of the Prince of Wales to the Fellowship of the Royal Society in April Inst it was Lord Salisbury who introduced him to the President and Fellows. The performances of the cricket team which is to represent Hongkong at Shang have been thoroughly satisfactory. Seldom has Hongkong been represented away from home by such a levol all-round team. Pupus regarding monetary systems for silver-using countries on which the Confer- ence unanimously agree :

1. That the adoption in silver-using countries of the gold tandard on the basis of a silver coin of unlimited legal tender, bat with a tixed gold value, would greatly promote the development of those countries and stimulate the trade between those countries and countries already possensing the gold standard, besides enlarging the in- vestment opportunities of the world.

2. That a national currency for the Chi- nose Empire, consisting of silver coins which shall be full legal tender through- out the Empire, is urgently desirable.

An Hoon as practicable, steps should be taken for the establishment in China of a fixed relation between the silver unit and gold.

3. That approximate uniformity in the coinage ratio between gold and the silver Anny hereafter coin of such countrie adopt a gold standard is desirable.

4. That, if there are o further serious changes in the price of silver bullion, it is desirable that the coinage ratio between gold and the silver coins of those silver-using countries which may hereafter adopt a gold standard should be fixed at about 32 to 1.

5. That fluctuations in the price of silver bullion would, to some extent, be prevent ed by reasonable regularity in the purchases of silver required by cachi Government for actual coinage purposes, and that such re- gularity is desirable, and might be adopted, ae,far as possible, each country, subject to its monetary policy and convenience.

I was unable to give that as an undertaking, but I assured the hon. mem- bor that any recommendation to the Public Works Committee especially on such an important matter as the building of a large convict prison, would receive the earnest consideration of the Government.
