A telegram from Allahabad, dated Sep- tember 17, says :—A special London tele- gram to the Pioneer, dated 17th instant, says Mr Balfour's pamphlet is the chief topic of discussion.

The Times says it is clear the Premier's sympathies are with Mr Chamberlain. Whether or not he has convinced all the members of his adminis- tration it is impossible to suppose that he will not meet Parliament and defend this opinion.

The Standard says the Premier has pase- ed from the stage of the opened mind' to a fixed belief that a tariff framed only for rovenue must no longer dominate our policy,

The Daily Telegraph believes that a con. siderable stop has been taken in the direction of a goal whither all tras Imperialists look.

The Morning Post says the pamphlet eets out problems that cannot be shirked.

The Daily Chronicle says the pamphlet confirms the rumours that the Cabinet haa decided to drop preferential tariffe in favour of retaliation, while the Daily News con siders it impossible that the trade members of the Government can continue to hold office under a protectionist Premier.

The Homesters Win the Cup. There were three races on the card for the Yokohama Yacht Club on the 19th ult.. but the chief interest centred in the races for the Interport Cup botween the Kobo. Information was received in the Colony this morning to the effect that the Govern- of the Straits Settlements had prohibited importation of the British and Mexican dollars as from the 2nd instant.

In a telegram on the 21st instant Sing- special correspondent apore stated that eighteen lakhs of now dollars were due to arrive on October 4, and the presumption now is that the P, and 0. mail-steamer had arrived at Singapore yesterday with the coin from the Bombay mint, and that further shipments would be coming on by subsequent steamers in sufficient quantities to meet the requirements of the local market. ·

Since the above was written we have re- ceived a telegram from our Singapore Correspondent announcing that the Straits dollar had been made the legal tender and that the import of British and Mexican 2dollars had been prohibited.
