If the passengers who arrived on the Ventura were indignant at the new method of administering the United States custome at Honolulu, those that roached here later on the Siberia were boiling over with wrath. Such an impression did the Treasury Do- partment's latest rule make that a petition of proteat, addressed to the world at large, was prepared and signers wero travellers of all degroos-globetrotters of many national. ities, distinguished members of the United States and foreign land and sea military services, high officials of this and other Governments, and local residents returning from holiday tours in the Orient.

Apart from the fact that the new regulation curtails the travoller's visit to Honolulu, it also works a serious physical hardship. The trunks containing the warm clothing necessary here and for several days before reaching this port are Laenled upat Honolulu. The passengers have the option while there and before the seals are affixed of taking out a supply of heavy wearing apparel. Lieutenant Kitchener of the British navy, and a nephew of the famous Sirdar, signed the protest, but in speaking of the maiter ho said:

We, the undersigned, per steamship Siberia, from China and Japan for San Francisco, via Honolulu, would thank you to inform the public of the latest and most atrocious outrago ever perpotrated on the passengers and under the instructions of the Secretary of the Treasury.

The Siberia called at Hono'ulu to dis- charge some cargo, land a few passengers and receive passengers for San Francisco. As soon as the health officers came on board a squad of Custom house officers fol- löwed, and with the exception of three or four, they looked and acted like a lot of jackals.

The passengers from China, Japan, and the Philippines wore ordored to get their baggage ready for inspection, although bound for San Francisco, and still six days to sail for that port.

They were also notified that what, bag- gage they had in the baggage.room could not be touched and all would be sealed in the hold. In fact, it was simply seized !

The efficiency of the Navy in the future will, says Engineering, chiefly depend on the education and training of the officers of the fleet. Nerve, quickness of eya, and readiness of resource, are the qualities which are most needed; and although it is gener ∙ally allowed that the executive officer should possess sufficient knowledge of engineering to enable him effectively to command h's ship, some contend that it is certain that an officer who has specialised as an engineor will not be fitted, either by training or ex- Why it is perience, to handle a vessel,

No doubt, a knowledge of handling could not be acquired simply in the engino-roon; any more than a gunnery lic itenant, simply by studying gunnery, or a torpedo lieutenant, if he were to devote his attention entirely to the constructions and functions of torpedoos, would be able to handle a ship or maneuvre a fleet. We find. however, no abjection to gunnery and torp- edo lieutenanta rising to the highest posi- tions in the service, and we do not sec wity an engineering expert should not have who may be called a compound training,' any more than a gunnery or torpedo expert, to say nothing of the navigating branch of the service. Sir Vesey Hamilton bases his ob. jection to the changes that are proceeding on the old adage of the shoemaker and his last. That is a very good adage so far as it goes, but our (Engineering) contention would be that engineering is the naval officer's last and in the present day, v with a navy wholly engineering, no naval officer can be elicien who is not a com. petent engineer: to be this, he must have more than a smettering of the subject. It will not do to trust to the artificer to do the real work, and think a short course in mathematics and physics will qualify him for his task. It cannot be too often re- presented that engineering is not only engine-driving, any more than seamanship of old consisted in steering a vessel in "fair weather brand off? There are the equi- valents of tempests, rocks, he shores, and other difficulties in engineering, as there were of old dangers and difliculties to be overcome by good seamanship, and it is nly the complete engineer who will be affective for the purpose.
