What Future Wars will be Like.
It is well known that large numbers of soldiers who served in the South African war never saw a Boer from start to finish, and there is every chance that the next war will find the opposing armies still less visible to each other than they were in South Africa At the recent Bisley meet- ing a very remarkable invention was on view, and it is stated that the Small Arms Committeo have given their approval to it The hyposcope, as it is called, is the inven. tion of Mr William Youlten, and it consista of a light metal square tube, containing an arrangement of mirrors which, when abe
tached either to a rife or a Maxim, enablee
the soldier to shoot with increased accuracy from behind any obstacle, while he himself
remains invisible. It weighs only a few OGDces, costs little, can be carried on the waist-belt, and fitted to a rifle as easily as a bayonet. It can be used at any range up to 2,000 yards, and it is claimed that by its use the soldier will be

But if his enemy is also provided with the hyposcope-the French War Office has already accepted the inven tion, and no doubt all the other Great Powers will follow suit-the puzzle will be` to discover anything to aim at. THE SULTAN OF JOHORE.
Australian Lady Typewriters, H. H. the Sultan of Johore returned to Singapore from his Australian trip to September 4, saya the Straits Times, lookinn the very picture of health. He was meg on the P. and 0. mail by a large number of his friends on landing. The Sultan, a great racing man himself, devoted himself heart and soul to the sport of kings while in the Antipodes. Ho purchased 34 race. horses, and unost of these are already in his stable at Johore. During the winter sea- son ho intends to try his luck in India.

The Ailus also brought two Australian ladies who said they were coming here as type-writers in the employ of the Government of Johore, reported that these ladies, who are both over 21 years of age, have accepted - their positions despite the wishus of their parents. Anyhow there aro rules of service in the Colonies and Dependencies of Britain which tend to throw all possiblo obstacles in the way of the omployment of white British females in Oriental Statos for any purpose whatever; and probably on
this account Colonel Pennefather, the
1.G.P., boarded the Citus as soon as the arrived, and explained to the ladies that, pending onquiries, they would not bo permitted to proceed to Johore. They are accordingly staying in Sing spore for the present.
Chinese Bankruptcies.
During 1902, there was at Singapore. an unusually large number of Chinese failures, in which Europeans were interest- ed. The total estimated liabilities amoun. ted to 8883,589 and assets to 8204,244, the estimated loss being 70.12 per cent. Since 1893, Chinese bankruptcies involved li- abilities to the amount of 83,519,038, with assets amounting to 81,089,898. Some- body must have lost money, and yet a former Hongkong banker used to say the Chinese were the honestest traders in the world.
A LAND OF PROMISE.
In the not very remote past when Europeaus looked to South Africa only for ostrich feathers and sunshine, it was a common practice for English doctors to order hopeless cases of pal- monary disease to this country. When there is no hope at home try the Cape of Good Hope;" Keep below deck until you reach Madeira,' &c. How painfully familiar euch phrases sound. Often the proscription succeeded; more often it failed. It is within the knowledge of everybody that the late Cecil Rhodes came here to find health, not fortune, and succeeded in gaining both. But his experience was not the common The cemeteries of South Africa are dotted with almost as many graves of Englishmen who came here in quest of health as of those who were alain in battle or died of diseases incident to warfare.
one.
It is a fact, established beyond possibility of dispute, that no climate the world can offer is anfficient in itself to grrest the progress of con- sumption, though unquestionably it is a very im portant aid to other treatment.
·
But what should that other treatment be? -No question was eyer more debated, or is still further from settlement. We will not attempt to swer it, but allow Me Charles Rodgers, of Eest London, to give a brief account of two illnesses froin which he has suffered, which throws con-.. siderable light upon the matter.
Writing on February 9th, 1903, Mr Rodgers observes: I feel it my daty to bring to public notice the benefit I have received by using Moth- er Seigel's Curative Syrup. Five years ago I was Btricken down with rheumatic fever, and was at- ten ed by three different doctors; but their united efforts did we little or no good, and my condition was for a long time very precarions. It was then that a friend advised me to try Sei- gol's Syrop, and I resolved to accept his advice. I was delighted to find myself very soon able to walk about as usual, and after taking only three bottles of the medicine I was capable of resum- ing my business.
**In July, 1900, I experienced another and a more serions trouble. It was found hat I was Buffering from a very weak chest. A doctor whom I consulted told me plainly that he foured I was consumptive, and ordered me to come to South Africa. I entertained no doubt that I was far gone in consumption, having all the signs of that disease, but especially an extremely weak chest and an everpresent feeling of weakness and
anguor
Without being advised to do so, but with the recollection of the good that it had dono me two years before in curing me of another complaint, I had the happy inspiration to try Mother Seigel's Caralive Syrup. The result exceeded my most sanguine expectations ond it was not long before I waB-as strong and healthy as any man could wish to be. I strongly recommend the use of that medicine to all who suffer as I did, and for the sake of humanity would like my case to be kuown far and wide.

REGISTRATION OF SERVANTS. To the Editor of the 'CHINA MAIL.'
Hongkong. September 18. SIR, Your report of the outrage at Belnios Terrace las necessarily aroused a certain amount of indignation. Is it too much to hope, that, with a change in the administration of the Government, the question of Registration of Servants, as you urgo, may be revived? I may be wrong, but I have an idea that it was shelved before because the Chinese might not like it.'
Perhaps & public meeting would do some good.-Yours faithfully,

To the Editor of the CHINA MAIL.'
Hongkong, September 18. Sm,- With reference to the numerous street robberies which have of late so much disgraced our administration, I would sug gest that as a preventive measure an Or- dinance be passed prohibiting coolies and low-class Chinam.on from walking on the footpaths in the town. It is apparently only the lower orders of the Chinese who so prone to snatching purses and Mr Austen Chamberlain remains in jewellery, so that thore is no reason to close the sidewalks to the better-class the Ministry.
Chinamen. And if the cooliès cannot be have themselves they have no reason to Ex-complain if they are ejected. For every thief convicted-if I had my way-I would order a mark-say the latter T-to be tatooed on either forehead or check, and any man so marked I would expel from the Colony and never allow him to enter it again.

THE COLONIAL ESTIMATES.
An Expected Surplus. In laying memoranda dealing with the Estimates for 1904 on the table of the Legislative Council yesterday, the Colonial Secretary (the Hon. F. H. May) gave some interesting information with regard to the Estimates for the current year in compari- son with those of last year. He said, dur- ing his remarks on the subject, that the revised estimated ordinary revenue for the current year exceeds the original estimate of ordinary revenue by $254,478. The corresponding estirnates for land sales are the same. It will be remembered that at the time the Estimates for the current year were introduced several Ordinances were also introduced increasing various licenses and duties which it was not possi-- ble to include in the Estimates. The in- crease, therefore, is due to the increased fees and dutics (principally on spirit licences and stamps) legislated for at the time the Estimates were introduced last year, but not included in the Estimates, The revised estimate of ordinary expendi-
ture for the current year exceeds the origi-

Most of the newspapers consider that Mr Ballour's pamphlet on Free Trade shows that he is committed to retaliation against hostile tariffs. Some expect the result will be the resignation of the Free Trade Ministers.
The attitude of Mr Chamberlain in view of the pamphlet is much discussed. It is not believed that he will resign merely because Mr Balfour ignores the question of preferential trade, but rather that he will be content to await developments without forcing an issue.

Hongkong Tides.
The tide table given below has been compiled at the Nautical Aluanao Office in London from the result of the analysis of observations taken by means of an au- tomatic tide-recording machine in the Wa- ter Police Bisin at Tsim Sha Tsui during the years 1887-8-9.

To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 3 feet 4 inches, and on the gauge at Lamont Dock, Aberdeen, add 10 feet 6 inches to
