THE SHARF MARKET IN JAPAN

Those who attentively follow the fluctus. tions of the share market, which, properly road, offer a fairly good means of gauging: Japan's commercial and industrial progress, will haro observed that during the last twelve months there has been a substantial average rise in the value of serip. Banka, railways, and industrial or manufacturing undertakings generally, as well as deben tures, all participate in the substantial increase of values, the least increases being shown in Government undertakings such as the Bank of Japan and Consols which as they aro last affected by a drooping market, are last to participate in a ̈rise; in other words, the fluctuation in Government undertakings is naturally less than in those carried on by private enterprise. At first sight it is Bomoshat remarkable that shares should show such a substantial increase in value at a time when it is admitted on all hands

scrip who make a profit by purchasing and holding stocks for a rise, and who intensify fluctuations by an eagerness to sell as 2000 as there are any signs of a decline. So we find that a rise in the value of shares to the causes indicated above synchronises with a period of dulness in the share market for the simple reason that there are more holders and fewer sellers On the other hand, a revival in trade would probably not have the effect of immediately reducing the value of shares. The first result of such a revival would be a rise in bank interest, but this would have little- effect in causing a sale of shares with the object of placing the money on deposit, as- the interest paid would still be less than than that realised from the more prosperous companies, while sales with the object of putting the money into new enterprises. would only come about gradually.

tension of thy term office in India. Since PORCELAIN then I have long and anxiously considered whether it would be right for me to exceed the rule, or custom, of a five years' Vice royalty of India. It seems to be, on the whole, a wise rule, and, I should not like by any action of mine to be "thought to weaken its general application. Further, no one rocognises more clearly than myself that no man is indispensable; that others could be found perfectly qualified to carry on the work.

Thoso points," and many others, have been arguments in favour of not accepting the offer; but, on the other hand, I have felt that there was still work-hard and heavy but necessary work to be done, which it was almost an obligation upon the person who had initiated it to see through."

His Excellency then reviewed the various measures initi ted during his tenure of olice, concluding thus:-I have, there. fore, accepted the offer of His Majesty's Government for an extension of my torm office, with permission for an inte im vacation in England should I desire to take it next you. I have only come to this decision with much misgiving, but in the hope that I day find justification in the motive that underlies it, in the approval of the Indian people whom it is my privilege of my col- to serve, and in the support leagues to whom I owe so much and on whose continued co operation I feel con- fident that I may rely.'

The announcement has been well re- ceived by the Calcutta Anylo-Indian Press.

Colour-Blindness among Sailors.

Nine hundred and soventeen sailors were examined for colour-blindness, for the first tîne, at German official stations, in 1902, the corresponding number for the previous year being nine hundred and twenty-one. Seventeen, or 1.85 per cont.. were totally enlourblind; six, or 9.66 per cent., were green-blind; while the remainder were found to have normal sight. Of ten sailors who were examined a second time, two proved to be perfectly colour-blind, four green-blind, and the remaining four had nominal sight. Repeated examinations were made in three cases, with the result that in one the suspicion of colour.blinduess was not confirmed, while the other two proved to be cases of green-blindness.

Knew When he was Well Off.

In the old Melbourne days when there were no Chinese restriction sets, says the Australasian, it was customary for affluent Chinese furniture manufacturers to import fellow-countrymen under contract for three years for wages that were just about suffici ent to keep body and soul together. Diss- tisfied with his lat, one of these imported workinen endeavoured to increase his in- come by robbing hen-roots in his spare time, but being captured redhanded, he was sent to gol for six months.
