America's Forward Policy. July 17.-It was stated yesterday that a United States warship had seized and hoist- ed the Stars and Stripes upon a number of islands off the coast of Borneo. which lad hitherto been regarded as British.

Questioned as to the accuracy of the re- port, Mr J. Hay (United States Secretary of State), gave it as his opinion that it re- ferred to the United States' action in tak- ing possession of the islands of Cayaga and Sibunga, which had been purchased from Spain.

Canadian Politics.

The Canadian statesman, Me A, G. Blair, K., has resigned his portfolio as Minister of Railways and Canals, in the Laurier Ministry, owing to the proposed new Grand Trunk railway running parallel to the intercolonial system, and the tormi- nation of the line being fixed at Mouston, instead of Quebec.

Resignation of Spanish Premier: July 20-Owing to difficulties connected with the re-organisation of the Spanish navy, the premier, Senor Silvola, resigned during the past week. Senor Villaverde (who was Minister of Finance in the Silvela Ministry) succeeded in forming a Cabinet. In a speech which he delivered during the week at Madrid, Senor Silvela advocated close union with France upon the Moroccan question.

Commenting on the speech, the Madrid daily El Imparcial stated that it was interpreted as a categorical declaration, in- favour of a Franco-Spanish alliance.

permanent force of 25,000 men in South PORCELAIN Africa, standing outside the linked battalion

system.

Mr Brodrick admitted that the decision of the committee, of which ox officio he is a member, had not aroused his personal -enthusiasm.

Somo subsequent speakers attributed the decision to the influence of Mr Chamberlain.

The additional force, Mr. Brodrick ex- plained, would comprise four cavalry regi.

as soon as they had been trained, and that

men would be always ready to reinforce the

army in India in case of emergency.

As the increased cost would amount to about £1,500,000 per annum, Mr Brodrick said he hoped that India would contribute portion of the amount.

Sir Henry Campbell-Bannerman, leader of the Opposition, deprecated the latter Auggestion as ungenerous.

Mr E. W. Beckett (member for the Whitby Division of Yorkshire), and others, hoped that a corresponding reduction in the Home establishment would be arranged at a later stage in the session, with a view of reducing the cost.

The Secretary of State for War also an i nounced that four new quick-firing batteries woull be delivered during the month of August.

The Strawberry and Gout.

The strawberry season is at hand, and this delicious fruit is not without its advo. cates as to its advantages in rheumatism, says The Lancet. Indeed, some have gone the length to state that strawberries may not only be taken with impunity by the rheumatic and gouty, but with distinct advantage if not relief. It is a some- what curious coincidence, therefore, that in the strawberry the presence of salicylic acid, which is, of course,' a specific in acute rheumatism, has been de- finitely established. As a matter of fact, salicylic acid would appear to be a norma At any rate constituent of most fruits. this acil has been found not only in the strawberry, but in grapes, upples, plums, ! oranges, and cherries, although the amount is probably less than one milligram (14th of a grain) per kilogram (two pounds) of fruit.

It is hardly possible therefore that the strawberry should have any specific medi. cinal effect attributable to the salicylic acid present.

ONE of the best hits of humour at cricket The is told by Prince Ranjitsinhji. English captain, Stoddart, was far from well, yet pluckily led his team into the field. South Australia won the toss, and at the fall of the first wicket Clem. Hill, as usual, came in. He soon set to work, and runs came fast from the bat of the South Australian crack. He had scored about 80 when he hit a tremendous skier to Mr Archie MacLoren, who was fielding at long. As he was patien ly waiting for the

CHAMBER OF COMMERCE REPRE- SENTATION ON THE LEGISLATIVE COUNCIL.

To the Editor of the CHINA Mail.'.

Hongkong. August 11. S10.-With regard to the lection which is advertised to take place on Wednesday next, at 3.30 p.m, it is understood that two gentlemen, Mr Pollock, K.C., and Mr Hewett, Superintendent of the P. & 9. N. Co. Ltd.,-both well known in the Colony,--will contest the seat. Their re- pective qualifications need not be dilated on by me, as both have been resident here long enough for their cas abilities to be well gau ed, and possibly each will address the meeting.

The only thing one would ask of the voters is, leto be fairplay, let neither personal biss nor any hasty unconsidered promise to canvassers influence the votes, but, as business men, lot the members tako an intelligent interest in the election. It seems to me that it would be fairer to the candidates if these members would decline to vote who are of the opinion that It does not matter which man gets, in,' owing to the Constitution of the Council.

Happily those elections are gaining in interest in the Colony, so it is to be hoped all members of the Chamber who possibly can will attend, and choose the man who most likely to tactfully servo their inter- Tan not 'agin the government, but the government is not infallible, and requirics strong advico at times. and other serious discasen. —
