THE IMPORTANCE OF PUNCTUATION.

Here is a little incident that will refresh the aridity of the study of English composi tion in Singapore Schools. It might not be prudent to give the illustration in the inspector's presence because he might imagine things:-

·

A Liverpool paper tolls a story of an Irish school inspector, who arrived to ex-

amino the schools in a small town, and, in -compliance with custom, naked the local dignitaries to accompany him on a tour of inspection round the schools. One of the dignitaries was rather taken aback, as he had other occupations that day and so he said, under breath, fo one of his colleagues, I should like to know why this has has come round air soon again,' a remark which, un fortunately for him, was overboard by the inspector. At the first school the inspector

There are worse things than communs, but they require to be used with caution.” Iu a recent article on the milk supplied in large towns a writer in the British Me. dical Journal' says :—

The driver having finished milking, his cow offered to take me into an adjoining room, where the milk was cooled."

The gentleness and civility of the cow have been a theme for pocts in all genera 1267 tions, but it is doubtful if she ever went as far as this. The-comms has done it, and it may be in the present instance that it was merely indulging iu a little harmless frolic; but there was shoer malignity in the conduct of the comms which made the Nonconformistinibister declare that he wanted to wear no clothes, to distinguish him from his fellow-Christians.'

PROPOSED PEKING-KALGAN THE CHINA LIGHT & POWER

RAILWAY.

The following article is contributed to the N.-C. Daily News :---Although tho Chi- nese promoters of the proposed railway from Peking to Kalgan, the Great Gato' city of the Great Wall, are now ondeavour- ing to got the necessary capital subscribed, it will be difficult to find the money in such an uncommercial district; there is, there- fore, reason to doubt whether the scheme will go through unless rumour is correct in assuming that the Russian Government is hohind the company. This is not at all unlikely to be true. The road between Poking and Kalgan was formerly the main route for the Russian tea trade from-Tientsin. Kalgan was also an important post station for travellers to north Ching from Central Siberia. Except explorers, however, no one now selects this route and the Chinese Eastern Railway has carried off all the trade.

As the first stage Capacity, one and two hundred PLUNKET'S GAP,

in a shorter railway route connecting the tes-producing country with the tea-consum- ing country, via Mongolia, the proposed line might become, however, very valuable.

Politically it might very well serve for Russin the same end in Mongolia as the Chinese Eastern Railway has served in Manchuria. If built under Russian control

it would be advanced by and by as reason- able that Mongolia - must pass under Russian influence; the cities of the prairie. would be Russianised just as Harbin and other Manchurian towns have been; and in the event of a disturbance they would no doubt seize the opportunity to put iñ án army of occupation.

Southward from Shanhaikuan, Russian advance is checked by the fact that the Newchwang Railway is controlled by British capital. The Lu Han and Cheng- Ta railways are under Russian influence, but there is no direct Russian communica- tion between these and the Chinese Eastern Railway. The Mongolian railway with the

Presentation of War Medals. The parade ground presented a striking picture on Saturday afternoon, when Major General Sir William J. Gascoigne, K.C.M.G., distributed the South African war medals to the members of the First Battalion Sherwood Foresters. Thom was a large gathering of prominent citizens, and the vari-coloured dresses of the ladies, combined with the glint of arms, the Regi mental colours, and the more sombre hue of the soldiers' uniforms, malo the scene one of great picturesqueness. The band was also present and played a few selections, which lont additional enjoyment. only militating feature was the heat. sun was exceedingly strong and boat down pitilessly, having the effect of prostrating a couple of the men on parade,

The following history of the Shorwood Foresters will be of interest to readers:- The battalion arrived in Hongkong from South Africa on the 8th October 1st and relieved the Royal. Welsh Fusiliers. When they came here the regiment was at low strength as a result of its operations in the late war, but drafts from home brought up a number of effectives-to 774 officers, and men, or a little over 200 of its establishment. Of the present force, however, only about one-half is stationed in Hongkong, the remainder having been despatched to North China soon after the arrival of the regiment. The Sherwood Foresters are an historic old corps with an honours list bearing the names of Louis burg, Roleir, Vimiers, Talavors, Buraco, Fuentes D'Onor, Ciudad Rodriguez, Badajoz, Salamanca, Vittoria, Pyrenees, W. & N.C.O. & Men. Nivelle, Orthes, Toulouso, Peninsula, Ava, South Africa in 1840-7, Alma, Inkermann, Sevastopol, Central India, Abyssinia, Egypt 1882, and Tirah,
