When the Govern- ment declined to be responsible for such an expedition, the Royal Society and the Royal Geographical Society, with sub- stantial monetary aid from the Govern- ment and also from the public, took over the organisation, and although there is evident cause for complaint, both as re- gards somewlint reckless expendituro and the faulty food provision, Mr Balfour's. action appears somewhat sweeping in view of the fact that no official enquiry bas as yet been made. It was thought] that in his address on the subject at the Royal Geographical Society, Sir Clements Markham would have read out Captain Scott's report, which is known to be in England, and much disappointment has been occasioned by his determination to reserve this till the return of Captain

Scott. Incidentally, he defended the action of the authorities in building at an normous cost the Discovery,' instead of, as scened possible ut the time, con- verting a whialer into a suitable vessel. He said that only by building a special ship was it possible to carry out the magnetic observations to which so much importance is attached by scientific men. Inspector Bourke briefly recited the facts of the ease. He said the present prisoner was a notorious and well-known character, and had a record of three previous convic- tions. He was also wanted by the native city authorities in connection with a case of highway robbery committed at Yangtsepoo. he being the leader of the gang concerned. One of the loafers already convicted had gouged out one of the eyes of the com- plainant. The present prisoner was not satisfied with that, as he said the con- plainant would be able to find his way to the police. Ho suggested gauging out the other eye, and did so himself.

Kongkong Tides.

The tide table given below has been compiled at the Nautical Almanae Ofico- in London from the result of the analysis of observations taken by means of an au- tomatic tide-recording machine in the Wa- ter Police Basin at Tsim Sha Tsui during the years 1887-8-9.

The zero of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to be 4 feet 3 inches below mean sea level. ́.
