Great Britain has twenty-one first class, fifty-one second class, and thirty-two third class these include three of the second class one of the third class only partially protect ed. Some of the second and third class also are rather old, but this applies also to those of other Powers.

The notable feature of this

is the

great reliance which France continues to place on the torpedo-buat. She has no fewer than forty-tliroe new ones, either oD the stocks or about to be built, while the other European T'owers have only twenty- four between them. She is constructing more destroyers now than she formerly did, and has twenty-three of these vessels has on her programme: Great Brit thirty-four, and Russia only six. France also has forty-three subuarines on her pro- gramme, and Great Britain fourteen. Rus sia is going in for two of these vessels, Italy thrêu, and the United States fivo.

Of the scouts, the newest type of vesse in the British Navy-something between a dest oyer and a cruiser there are four building and four to be laid down. No other Power is building these boats at present. The brand is exclusively British. For some time past, there has been considerable comment in the local news papera with regard to the delay in carrying out certain public improvements, and the Public Works Departinent has been sub. jected to a good deal of criticism. It is only fair to that department to say that in few places of the same size as Hongkong in any part of the world is so much money spent on public works from year to year.
