HONGKONG'S REFUSE,
A 'Burning' Question. Wo make no apolo y for drawing the attention of the ratepayors and the Sani- -tary, Authorities to the following interest ing report on the Dostiuction of Refuse in Perth, Scotland. The matter has bœli as usunt glibly talked about in Flongkong," those doing the talking having little to do. with paying the piper. We believe that here in Hongkong the cost would be even greater than it would be in Perth pic rater.
Treisurer Keiller, is strou-ly' urging his opposition to the introduction of a destroyer for the disp sal of the refuse in the city of Perth. It may be remembered: thär some weeks ago he addressed a public. meeting in the Guild Hall, at which he dealt with the question of the e-floation of the refuse, and promulgated a plan by which he said a saving of £1000 a year could be effected. With reference to the disposal of the refuse he is firmly convinced from inquiries made botli in England and Soot and that in no case where destructor was in operation was it a matter of choice, hur of necessity to have one. Those local authorities were face to face with the question of getting quit of refuse, and the matter of cost was a secondary considera- tion. As one of the gentlemen consulted by the Treasurer said No matter at what But in Perth cost, we must get rid of it.' and Dundee the refuse is being got rid of tu advantage, 16 Gú a ton being paid for it, and it is hard, he declares, to see how the. nequisition of a destructor should be con- templated at all. Of course, the Treasurer adds, that he looks nt it not from asuuitary but alast entirey
FROM A FINANCIAL POINT OF VIEW,
He does na dispute the ability of the destructor to burn." It makes a capital job. but all that was known of destructors came from pamphlets issued by destructor makers, and this object is to put bufore the tatepayers the financial side of the question. In his opinion, Corporations we been decrived as to the cost. The public are entitled to know what they will have to pay if a destructor is got for Perth. In hie opinion the tuoduction of one will mean as increve of fully a pouny per in the te, as there will be an anal loss of over £700 after allowing for the value of Mr Keiller criticiser the report submitted by the Special Com- mittee who visited about a dozen places in England and Scotland where destructors had been established... Tocy reported that the cost of the prosent method of getting rid of the refuse in Perth is very nuch similar to what it would be by a destructor, but they were of opinion that

nakers were to aim at making them self- Supporting by introducing either mortar- mixing mills, flag-m-king plant, or any cheme other than electric works for utilis- ing the steam raised by destructors, the results obtained financially would be much more satisfactory. A good average of the residue obtained from the furnaces be stimated at 60 per cont of clinker and 40 per cent. of ashes. The reports from the other English towns are not dissimilar. At Beckenhamn the dust destructor was used for the generation of heat for the electric light station. At Burnley the cost of twelve- working was guaranteed for n month, but the actual cost was 100 per cent. more than the guarantee. After the destructor was started all the ventilators at the Electricity Works had to be screwed down. The ventilators and several win- dows had to be covered with canvas in order to prevent the dust falling into the ac cumulators ur on to the machinery, but even with these precautions great dificulty was experienced in keeping the offices and works anything like respectable. The dust also fell heavily on to the roof, choking the spouts after raiu, and flooding the engine. A considerable amount of very
rooin
hard grit was deposited, covering an area of about 15 yards radius from the chimney, unpleasant to walk on, and annoying to the cottagers. They had had
A FEARFUL EXPERIENCE with regard to smells from the refuse. This was partly, if not greatly, owing to management. Scores of tons stood for four or five days, and on one occasion lon- ger, in the hottest weather. When this was stirred, the stench in the neighbour. hood was unbearable. Two class of stokers would he necessary, as stokers used to coal would not dream of stoking in refuse. The destructor had never yet paid but had been a heavy loser. If steam was paid for, the electricity department gained nothing, and át was questionable what the final result would be.

(From Our Ohm Correspondent.)
THE WEATHER,
AmOy, June 20. Owing to depression and typhoons north and cast of us, our weather for the last. week or ten days has been most objection- able, the only thing to be said in its favour being its comparative coolness. Other crops, too, such as potatoes. will suffor if the ground gets too much soaked with

Has the epidemic of earthquakes and volcanic outbursts all over the world of late anything to do with the weather? papers lately have been full of telegrams of cloud-bursts and „cyclones, of excessive rainfall and consequent floods, in both the New and Old Worlds. Who shall say that Boismic disturbance and volcanic activity have not some important effect upon at- mospheric conditions, especially when they coincide with periodis of sun-spots, point ing 'to unusual solar activity? The links
that bind the various forces of nuturo
together are as yet but imperfectly under: stood, though every year lessens the area of the unknown, thanks to the unbrosen investigations of hundreds of scientists the world over..
