crescent.at the end of their new thorough- fare from the Strand to Holborn.

There seems to be an idea on the part of people about the Strand that there is no hurry for a few years for those who would

like to see the early stages of the under- taking, and that the enjoyment of the sight of the work in full awing is roserved for future generations of sightseers.

But inspection yesterday showed that although the work has only been going on a year or so, it is already beginning to manifest auch indications of progress as to suggest that it will eventually be complet ed. From the spot where the corner of Wych-street and Holywell-street used to be, the line of the new street can be traced for some fifty or sixty yarda coross the de- sert of brickbats enclosed by half-de- molished houses.

And that something is actually being done was established by an exploration, by way of Danes and Now Inn, to a poinṛ commanding a view of the interior. gang of teu or a dozen men, with the as- xistance of a travelling crane running on a tramway line, succeeded in little more than a quarter of an hour in depositing a largo bucketful of mixed ballast in a huge trench- that has to be filled up.

Specialisation of function is the basis of. nedern industrial organisation, and it is most instructive to observe how highly this principle has been developed under the rule of the Works Committoo of the County Council. Every man in the gang had hie own separate function, to which he exclu- 1369 sively applied himself according to the regulations of the labour union connected with his particular job.

Und the old, system, before combination and specia isaton were developed, half a dozen men working without any organisa- ation or method would have fotched the materials in wheelbarrows, mixed them up together, and shovelled the lot into the hole. But Aldwaych is not being made in any such higgledy-piggledy fashion......

To begin with, a mixing board some ten feet square is placed on the ground, and around this the mixers, all members of the Mixera Union, armed with shovels wait for the materials to be brought and deposi ted on the board by the various specialists exclusively charged with the several depart ments of that function. First wheel- barrow full of rubble is brought and placed on the board by one man. He is a member of the Ruble Wheelers' Union. Haring completed his tank, he removes himself and his barrow to one side and looks on while the other operations proceed.

a member of the Sand Shovellers' Union

comes upon the scene, shovels some sand upon the heap, and retires to assist the ruble wheeler to look on. It is now the turn of a member of the League of Opera- attive Cement Fetchers, who delicately adds the due proportion of cement and resumes his seat on a cement sack. The heap on the mixing board now requires to be sprinkled with water, and the president of the Batter sea branch of the Amalgamated Water Sprinklers' Society rises from a pile of bricks and comes forward with a hail-gallon suburban garden watering-can and does the

The charter party was in writing and was made between the defendunt and one Su Yeung, the mas ter of the lorchs, on bohalf of the plaintiffs, the owners of the torcha. The goods were portion of the cargo of the steamship Futani Maru, which had been wreck

On or about Feb 4, 1901, the defendant paid to the plaintifs $1500, the charter money for the first month, and loaded on board the lorche apparatus for salving the cargo of the value of $4039.39 for carriage to the place of the wreck. On February 9, 1901, the lorcha sailed from Hongkong And on the 12th was wrecked by reason of the ordinary perils of navigation before coming to the island of Mindoro and with out having loaded the aforesaid cargo, and the apparatus was totally lost. The sum of $1850 was inade up of 81500 charter money paid to the plaintiffs as aforesaid, and 3800 extra expenses incurred in consequence of the loss of the said lorcha. And further by reason of the nonfalfilment of the said charter party by the plaintiff a delay of over one month was caused in the commencement of the said salvage operations, whereby the said cargo was deteriorated, and the defendant there. by suffered damage to the amount of $200, The defendant on or about Feb 7, 1901, paid for and on behalf of the plaintiffs the sum of $32 for the cost of fumigating the lorcha and her crew, and on or about February 21 paid a further sum of $105 for and on behalf of the plaintiffs for the pass ages of the crew from Manila to Hongkong. Hongkong Tides. The tide table given below has been compiled at the Nautical Almanac Office in London from the result of the analysis of observations taken by means of an au- tomatic tide-recording machine in the Wa- ter Police Basin at Tsim Sha Tsui during

the years 1887-8-9.

The zero of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to be 4 feet 3 inches below mean sea level.

To obtain the depth of water on the tide gauge at the Victoria Naval Yard add 3 feet 4 inches, and on, the gauge at Lamont Dock, Abordeen, add 10 feet 6 inches to the height given in the table.
