Of a living elsewhere-an they could. course, those are negative objections, but the men who are engineering the agitation against Chinese labor use them tellingly. Witness the muss meeting a few days ago, when 500 earnest, resolite meu cheered frantically every hit at the capitalists, and roared execration at Sir George Farrar, their leader in the inovement. Passions- were roused that may end in riot, you bloodshed, should the plan be persisted with. A working-class representative said boldly at mother meeting that he would take up his rifle again if Chinamen came here--though he did not specify the target. At a third meeting of protest, a speaker advised the *stringing-up of a few capitalists in the market place.'s a lesson to others that the limit of patience had been-reached Moderate meu, of course, deprecate this heady talk, but it shows how deeply the iron has enter- ed. Can you pretend to say the Continent cannot supply labor, when you are actually 50,000 workers in arrear of pre-war days!} If South Africa produced 100,000 -mine- laborers in 1899, it should, on the face of things, be able to equal that number now; but, as a matter of fact, wo have only 50 odd thousand within our gates. You (the mine owners) haven't yet prov- ed that labor cannot be had in bulk from this part of the world, and until you do go prove, we will oppose you tooth

The black man is fostered, oven coddled; his tribal wars have been stopped by the 'um'ungu'; the liquor curse is kept from him; he pays a poll-tax of £2, as an adult male, and £2 for each wife after the first, polygamy being his custom immemorial. Then the Kafir umy bask in the sunshine for the whole year, should he so choose, and his race may multiply and grow fat.
The proposal of the anti-Chinese is :--- Increase the poll-tax touch a figure that Jim Kaffir must himself turn to nnual labor in order to earn the money, and there

Lord Milner is their side. The High Commissioner Was present At Bloemfontein when the conference 'accep. ¡ ted the principle of Asiatic labor,' and his Lordship has said nothing adverse to that decision. Nay, even yesterday, in laying i the foundation-stone of the new Stock Exchange, he tried to southe the fears of those who protest, and pointed out that if the industry on which all South Africa depends were not to perish, labor must be had, if not from this sub-continent, then from outside. There are men who say that Lord Miliner is swayed over-much by tho capitalists, but for the moment he is with them in this disputê, and his support clearly indicates the attitude of the Imperial Go- vernment. The forces working towards a wholesale shipment of Celestials to the Rapid are powerful, but before they prevail, the white men of Johannesburg will have much to say, and they won't be over-scru- pulous in the way they say it.

THE REVOLVING BOOKCASE.
* It is a prime necessity of its very existence that the Tenth Edition of the Encyclopædia Britannica should be a work of amplo proporti ns, a great library in itself. This means shelf-room, and shelf-room is not always available. B the especially constructed revolving bookcase of quartorel oak, minimises the space occupied, and the volumes arrange themselves in it so that they can easily bo roached. A limited number of revolving cases has been sent from London especially for subscribers in China.
TO POSSESSORS OF THE
NINTH EDITION.
Those who already possess the 24 volumes of the Ninth Edition. (The Authentic A. & C. Black Edinburgh Edition) can be supplied with the Supple mentary volumes, 11 in number, at 40 per cent discount if they subscribe now. limited number of copies of the Supplement has been shipped froín London for distribution in China. Note: The foregoing prices can apply only to the first impression of the New Volumes which 'The Times' has prepared in order to bring the original 24 volumes of the Encyclopedia Britannica up to date. An extraordinary demand for the Sup plement has made it possible to offer the 35 volumos for considerably less than the prices at which they can be sold hereafter. More than 30,000 persons at home who already possessed the early volumes have subscribed for the supplement, almost all of them in advance of its publication, so that The Times' was enabled to make one consecutive run on the presses, and thereby to effect a large reduction in manufactur. ing cost. Subscribers in China are for the moment, on exactly the same footing as subscribers in England, but orders should be registered promptly, as it will not be posa le to guaranteo indefinitely the acceptance of orders in China at the London prices with the additional concession of free carriago from London to Shanghai an.. Hongkong.
MONTHLY PAYMENTS.
The convenient and well approved system of acquiring the Encyclopedia Britannica Bills of Lading, etc by monthly payments has been tried by The Times with great success, it all parts of the world, and it will now be extended to China. By this plan the subscriber mys $20 down, and $20 each ninth," on a given day, but he receives the entire wat of 35 volumes upon receipt of the preliminary payment of $82). The President-I would draw attention to the fact that this report was read at the meeting of the Board held subsequent to that of the property-owners, and was discussed by the members of the Board. The Death of Arthur Shrewsbury.
London, May 20th.-Arthur Shrewsbury, 1287 the well-known cricketer, who committed suicide by shooting himself with a revolver, had recently undergone a surgical operation. Shrewsbury, it appeared, had fears that he would never be able to play cricket again.
The first bullet from the revolver pene trated his left lung. The second bullet, which was directed to the right temple,
proved iminediately fatal.
An inquest has been held on the remains of Arthur Shrewsbury, the cricketer, who shot himself with a revolver.
The lady who was engaged to be married to Shrewsbury heard the first shot from the revolver. Being alarmed, she cried out, at once proved fatal, followed immediately Lieutenant G. E. Armstrong. R.N., con-asking him what he was doing, and he re-
plied. Nothing."

Hongkong Tides.
The tide table given below has been compiled at the Nautical Almanac Office in London from the result of the analysis of observations taken by means of an au- tomatic tide-recording machine in the Wa ter Police Basin at Tsim Sha Tsui during
the years 1887-8-9.
The zero of the table corresponds with the zero of the soundings in the Admiralty Charts which has been found to be 4 feet 3 inches below mean sea level.
To obtain the depth of water on the tide gaugo at the Victoria Naval Yard add 3 feet 4 inches, and on the gauge at Lamout Dock, Aberdeen, add 10 feet & inches to the hoight giren in the table.
