Reuter's agency and the Peking corros- pondent of the Times explain what is the mattor, but, judging from their telegrams the cause of all this excitement is very slight. It is said that the Russian Chargé d'Alaires in Peking presented to the Chi nese Government an ultimatum in which he asked that Government to immediately sign a separate treaty with regard to Manchurin, a treaty which was very unfavourable to Chias.

It was laid down in this ultimatum that in case the Chinese Government did not sign the treaty at once, Russia would not evacuate Manchuria. The treaty which Russia usked Chins to sign consisted of eight articles in which it was stipulated that China was not to allow any foreigner save Russians to obtain a foothold in Man- churia, that no new ports were to be opened to foreign trade, that the number of foreign consuls in Manchurin must not be increased.

Now we can say with certainty, for we derive our knowledge from a most trust- worthy source, that Russia did not send any ultimatum to the Chinese Government and did not request China to sign a nOW trenty about Manchuria as a condition of the evacuation of that country.
