main issue of the General Election. the Imperial policy during the next few years would depend whether the Empire stood together or fell into separate States, solfiably seeking their own interests. The business of British statsemen was to everything, even at some present sacrifice, to keep and increase the trade of the Colonies, even if other trade was thereby lessoneld. It depended on the way.
· ក្រូច treated the Colonies offers of preferential tariffs whether that policy would be developed or withdrawn. O
Referring to Germany's retaliation aginst Canada, he said the dictation and interferonca of foreign Powers had been justified by the belief that we are unable to defend the Colonies. That new DORE tion was not contemplated by Bright and Cobden, who, if alive now, would not he sitate to conclude a trosty of preference with ur own children. subjects are concerned, and we should not hesitate to retaliate wherever interests be tweon our Colonists and ourselves are threatened by others.
Ho did not think that the General Election WAS hear, but the issue would depend on whether people were prepared to do all that was necessary, oven it occasionally against their prejudice, to consolidate the Empire.
An Epoch in our Fiscal Relations.
Mr Chamberlain's aprech is regarded as marking an epoch in the fiscal relations of the Mother Country and the Colonica, and mising the issue whether world-wide Free Trade is in accord with the country's best interests.
The newspapers say that it is a stand- -made for a parting of the ways,

I can to a certain extent,' he said, 'endorse the statements made by Dr McCloy in a letter to the China Mail or the let inst. with regard to the effect the
wholesale exportation of rice from the
favored districts would have if permitted, There is a plentiful supply of rice in the Northern and Eastern portions of the pro- vince, and it is selling cheaply-at $3.50 and less per pioul. The cheapness of the rice shows that there must be a good sup ply, and while I think that it would be a bad thing to allow a wholesale ar portation, I do think it would be wire if permission were given for the exportation of a certain amount. That would not decrease the supply materially in the North, but would be of great benefit to the starving people at Nanning and other places. The rice being distributed by the Hongkong Fund has done, and is doing, an incalculable amount of good, but I am of opinion that the benefits-au conferred could have been supplemented by a judicious exportation from the more favored districts, Anyhow, the famine will be over in three or four weeks, and at the end of this month rice will begin to be plentiful, that is, of course, if floods do not wash the crops away.
"What is trade like in the famine stricken area?!

If the British Empire was no bigger than it was, that was due to the fact that it had not taken all that was offered it, Now the Empire was challenged in every part of the world. (Applauso.).
His Excellency, in proposing a vote of thanks to Mr Wyatt, paid tribute to the excellence of the address, and said that the Hongkong Branch of the League Comprised about a quarter of the male British population, and that there was room for expansion. He said there were two ways of regarding the question of the necessity of a strong navy. One was the necessity for a strong Navy baring regard to future war, and the other was the neces sity for a strong Navy having rogard to the fact that in trade matters they were the treasure-house of the world, and wanted that strong Nayy to secure lasting peace. (Applause.) It was in that aspect that he preferred to look at it. War was a dreadful thing, and in spending money to secure the best and the strongest Navy in the world he hoped they were also expending it to secure the blessings of peace. (Ap- plause.) Some years ago he re- commended the raising of 8 reserve amongst the 60,000 fishermen of Newfound- land, who were amongst the finest men the world could produce. Of Customs' work he knew no dearth
For men he first relied on.
He never put a side on.

Of modest self-effacement,
He always seemed to be a man

But, like a man of sense, he Became devoted to the needs

He knew his Harbour through and through:
He was amongst the rare men, Who knew his Officers, and knew
His Harbour Guardmen.
His understanding, I confess
Was what the world calls tacit. Though oft his talk was kindless,
His smile was quite an asset.. With smiles the man was seen to glow
When other men looked sadly, Whenever things appeared to go

By gloominess, he hid it.
He always tried to smile his best,
And generally did it.

A WONDERFUL DISCOVERY,
This is thenge of research and experiment, when. all nature, so to speak, inransacked by the scientific for the comfort and happiness of man. Science has inderd made glaut strides during the past century, and among the--by no means least important...... discoveries in medicine comes that of Therapion, particulars of whichi will be, found in another column. This preparation is unquestionably one of the most genuine and rellable Patent Medicines everintroduced, and has, we understand, been used in the Continental Hospitals by Ricord, Rostan, Jobert, Velpeau, Maisonneuve, the well-known Chassaiguas, and Indeed by all those who are regarded as nuthorities in such matters, including the celebrated Lallemand, and Roux, by whom it was some time since uniformly adopted, and that it is worthy the attention of those whorequiresach a remedy we think there is no doubt. From the time of Aristotle downwards, a potent agent in the removal of these diseases has (like the famed phi- losopher's stone) been the object of search of some hopeful, generous minds; and far beyond the mere poweril such could ever have been discovered-of fransmuting the baser metals into gold is surely the discovery of a remedy so polent as toreplenish the failing energies of the comfirmed road in the one case, and in the other so effectually, speedily and safely to expel from the system without the aid, or even the knowledge, of a second party, the poisons of acquired or inherited disease in uil their protean forms as to leaveno taint or trace behind. Such is The New French Remedyfterapion, which may certainly rank with, if not take precedence. of, many of the discoveries of our day, about which no little osteutation and noise have been made, and the extensive and ever-increasing demand that has been created for this medicine wherever intro
